Purpose of the Position
The incumbent of this post will:
  • Provide leadership to the Division's accounting, budgeting and business analysis functions, monitor effectiveness of controls and performance against budget, continuously develop control procedures.
  • Provide leadership to the Common Services finance function which services all Geneva-based entities.
  • Coordinate with the National Committees and UNICEF country offices with structured private sector fundraising programmes to facilitate smooth and accurate financial reporting. Ensure the existence of appropriate business processes and adequate financial control and monitoring of all Private Fundraising and Partnerships (PFP) related revenue and expenditures.
  • Ensure accuracy and timelines for preparation of PFP financial statements and reports. Provide leadership to annual preparation of the PFP Work Plan and Budget and ensure the accuracy and timeliness of the PFP Financial Report for submission to the UNICEF Executive Board.
Key Expected Results
  1. Lead financial support to strategic, budgetary and annual business planning in collaboration with internal and external partners. Participate in Joints Strategic planning with National Committees and ensure monitoring of performance against established plans. Coordinate advice and assistance in financial, budgetary and monitoring matters related to private sector activities to all National Committees, UNICEF Regional and Country Offices and other partners as appropriate.
  2. Ensure timely and effective preparation, administration and control of the PFP budget and allocation of relevant resources, including the submission of work plan and budget to the PFP Director, TRT, PBR and the Executive Board for approval. Ensure existence of effective business processes for management and control of the business through forecasting, focused planning and effective reporting.
  3. Ensure that accounting policies, procedures and controls are maintained, refined and adhered to for providing PFP management with accurate and timely information for decision making and planning purposes.
  4. Ensure preparation of periodic financial reports and the annual PFP Financial Report for submission to the UNICEF Executive Board. Establish and monitor accounting control and reporting procedures for PFP including private sector component of country offices. Continuously monitor and strengthen financial control procedures. Ensure that utilized systems and procedures are in compliance with all internal policies.
  5. Coordinate and supervise financial and accounting functions of the Geneva Common Services team.
  6. Coordinate briefings with external and internal auditors and draft responses to audit observations and management letters. Review status of findings, recommendations and follow up on implementation of agreed corrective actions.
  7. Advise and assist the Deputy Director of Operations and Finance on:
    • Interpretation, implementation and development of financial and budgetary policies and procedures;
    • Financial implications of new business initiatives in area of private sector fundraising.
  8. Any other duties assigned by the Supervisor.
    Qualifications of Successful Candidate
  • An advanced university degree (Master's) in Accounting, Business Administration, Financial Management, Economics, or a directly-related technical field(s) is required. Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a first-level (Bachelor's) university degree in a relevant technical field (as identified above), may be taken in lieu of an advanced university degree.
  • A minimum of ten (10) years of relevant work experience, at the national and international levels, in Budget, Finance, Accounting, Banking or a directly-related field(s), is required.
  • Previous hands on experience in a supervisory/managerial capacity is required, ideally leading cross-functional teams.
  • Knowledge and experience in an Enterprise Resource Planning system (i.e. SAP) is highly desirable.
  • Knowledge and experience in analytical and financial modeling is highly desirable.
  • Previous work experience within an international organization and/or UN agencies is considered an asset.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
