Field coordinator (M/F) - Turkey

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.Due to the political situation worsening inside Northern Irak in 2014, populations have fled the country and searched for shelter in the neighboring countries mainly in Turkey. The estimation is that over 30.000 Yezidi’s refugees are scattered inside Turkey. Since 2014, MdM, in collaboration with a local partner Doctors World Wide Turkey (DWWT) has be providing primary health care (PHC) services in Yezidi’s refugee camp in Diyarbakir, Batman and Sirnak as well as services for Syrian refugees and host population.
Activities inside Turkey will increase and be extended in 2016.

TASKS AND RESPONSIBILITIES:

As a field coordinator, you will work closely with our local partner, Doctors World Wide Turkey to develop their capacity and make sure that partnership agreement and overall project is implemented properly.
You will supervise the overall project team and ensure the close collaboration between the logistic, medical and administrative departments and the good team spirit.
You will ensure smooth implementation of the project according to project proposal including budget monitoring of activities and continuously guarantee the humanitarian and security situation in the field and timely inform the general coordinator.
You will ensure team security and safety and the compliance with security regulations.
You will be in charge of the representation of the organisation and of the internal and external communication.
More specifically you :
1/Base Management
  • Oversee and coordinate the general functioning of the base and all departments, ensuring an information flow and a team spirit.
2/Program management
-Ensure the implementation of the program and its follow-up
-Continuously assess the needs & adjust the programmes to the needs in collaboration with the coordination team
-Draw up plans, proposals and budgets for new projects/extensions of projects in relation with the relevant team
-Follow up project implementation by DWWT and make sure that projects indicators, activities and management are in line with donor and MdM standards
3/Logistics/Finance/Administration
-Ensure all projects are compliant with donors and MdM procedures
-Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently
-Are responsible for accurate MdM and DWWT’s budget control and follow up and overall responsibility for financial management at the project site
-Monitor expenditure and budget compliance on a regular basis, develop plans with the finance team to mitigate any under or over expenditure at project level
  • Monitor procurement process compliance with MdM and donors policies
4/Human Resource Management
  • Contribute to recruitment and selection of staff
  • Are responsible for national staff selection, recruitment, disciplinary and grievance procedures
  • Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur
  • Support team members professionally and organise regular team meetings for planning and reporting purposes
  • Carry out appraisals as per MdM standard requirements and procedures
  • Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed
  • Are responsible for capacity building and training of national personnel
  • Monitor human resources compliance with MdM HR process and report any concerns to the Admin/HR Coordinator
5/Representation
  • Carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties
  • Participate to meeting with camp management and local authorities along with DWWT coordination team
6/Safety and Security Management
  • Ensure team security and safety in a highly changeable and volatile security environment in collaboration with the coordination team
  • Proactively monitor the political, military and security situation in the project areas and update the Logistic Coordinator / General Coordinator accordingly
  • Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed with the Coordination Team.
  • Ensure timely and accurate security / incident reports are sent to the General Coordinator
7/ Reporting
  • Elaborate monthly coordination report with the coordination team
  • Ensure regular contacts with General Coordinator
  • Participate to proposals & reports to donors

SKILLS AND EXPERIENCE NEEDED:

You have experience with an international NGO working in emergency contexts, managing programmes, preferably within the health sector.
You have a previous experience of project planning and budget holding; proposal and report writing.
You have strong leadership skills, management experience and a supportive management style
You have experience of security management at the field site level
You are proficient in the use of MS Office
You have experience in capacity building and training of local partners
An experience in management of multi projects budget is an asset
The knowledge of Saga is an asset
You have ability to work under a minimum of supervision
You are willing to live and work in challenging conditions
You have reactivity, anticipation, adaptability, capacity to take initiatives
You demonstrate strong problem solving and organisational skills in day to day and crisis situations
You have listening and diplomacy skills and a good team spirit
Languages: English fluent; Arabic and/or Kurdish is an asset
