Job purpose and key deliverablesEnable the Western Europe Security leadership team to deliver a high quality auditable security service through the undertaking of security assurance activities, reporting, analysis and dissemination across the security spectrum.

In direct support of End Markets provide a continuous, integrated, coordinated security and risk management service, ensuring that threats to personnel, assets, information and business objectives  are properly identified, evaluated and countered effectively, whilst where required supporting End Market AIT strategies through Intelligence and Enforcement (I&E) activities.



PRINCIPAL ACCOUNTABILITIES:

WER Security Training & Assurance

• Under the direction of the RSM continuously map and update the risk environment in WE through implementation of risk assessment methodologies
• Provide assurance of the consistency and quality of security programme implementation in WE and contribute to its development, maintenance and delivery
• Under the direction of the RSM coordinate and, where appropriate, undertake assurance activities into core elements of the security programme
• Responsible for the coordination, analysis and production of routine and ad hoc reports in a variety of formats for security related activities
• Responsible for the effective management of  3rd party security service suppliers
• Act as BCM facilitator for WE RSU ensuring that all requirements of the Group BCM policy are met and fully auditable via Control Navigator
• Support WE security function and business management in relation to crisis management planning and associated activities that are the direct responsibility of the security function
• Assist security managers in the roll out of security initiatives in line with the Group Security Services Description and in line with the ‘above market’ operating model e.g.  Security Risk Management, Business Continuity Management, Information Security, prevention of fraud etc
• Undertake open source research / inter- company benchmarking into evolving trends / developments in the FMCG and logistics industries to ensure these are communicated regularly to members of the WE security team and affected management.
• Support the WE Security Team in driving and deploying security best practice across the region
• Coordinate and assist with conduct of security seminars, workshops and conferences.
• Assist in identification of suitable security / business related training for the WE Security Team.
• Support security management in maintenance and continuous improvement of core activities
• Assist with the preparation of the WE Regional Security Budget and budget related reports.

Security

For End Markets:

• Develop, manage, execute  and continuously review security policies and procedures with associated action plans covering business and security risk management, crisis management, information security, supply chain security and asset & personnel protection (as per Control Navigator H1)
• Act as BCM facilitator ensuring that all requirements of the Group BCM policy are met and fully auditable through Control Navigator
• Assist in the deployment of crisis management plans.  Prepare and support plans falling under the direct responsibility of the Security function i.e. evacuation, malicious product contamination, extortion and kidnap & ransom plans
• Contribute to business risk management processes and procedures
• Provide timely advice on the operating environment and manage incidents and breaches of security in cooperation within senior management
• Regularly brief the Leadership Team on security matters
• Provide Loss Reports, routine and specific security incident reports as required
• Ensure effective security awareness programmes are delivered to employees and, where appropriate, valued business partners to ensure full cross-functional commitment to security policies and procedures
• Effectively manage security resources and budgets including contracts, service providers and manned guarding where employed or applicable
• Conduct security threat/risk assessments, deploy mitigating security measures in accordance with Group Security Risk Management processes
• Provide security related technical advice for new projects or other business initiatives
• Lead on security investigations
• Maintain and develop synergies with other functions to assist in the achievement of business objectives
• Maintain effective liaison with relevant external stakeholders especially law enforcement agencies/ intelligence organizations and other government agencies and international companies

Anti-Illicit Trade (AIT) Intelligence & Enforcement (I&E)

Where required by an End Market:

• Develop, corroborate and exploit intelligence in order to provide reliable evidence to drive I&E activities and to service other areas of the Business
• Lead and direct investigations in consultation with the AIT Engagement Unit and AIT Managers (end-market), ensuring that operational planning and resource deployment is commensurate with the identified I&E challenges
• Manage Service Providers (SPs) to include determining when a SP is required and then identifying, vetting and appointing suitable SPs in consultation with AIT Engagement Unit
• Initiate and co-ordinate enforcement actions, (raids, seizures, destruction etc) in consultation with law enforcement bodies and end-market AIT Managers
• Advise and liaise with end markets and subject-matter experts within BAT on the development of counter-measures relevant to the protection of BAT business interests
• Support internal and external capacity building.  This includes participating in external training courses for law enforcement and developing and delivering training for other BAT staff
• Support other enforcement measures against illicit trade: civil procedures (e.g. Internet, retailer involved in illicit trade); administrative procedures (e.g. application for border seizures); criminal procedures (e.g. criminal complaints); factual measures (e.g. raising awareness) and regional initiatives (e.g. cross border illicit trade investigations).
 
Essential requirements• Ability to maintain high level of professionalism and confidentiality.
• Excellent planning, coordination, and reporting skills, with the ability to organise substantial workload comprising complex, diverse tasks and responsibilities.
• Solid organisational skills: the ability to be flexible and work well under pressure in a fast-paced team environment.
• Comprehensive knowledge and experience of security management acquired in the corporate / commercial sector.
• Strong leadership, management and delegation skills.  Sound judgment, decision making, analytical and organisational skills.
• Open minded attitude capable of seeking opportunities for innovation and increasing efficiencies.
• Competent in English; possess clear, concise and well-structured written and verbal communication skills
• Experience of dealing with information and intelligence, interpreting threats and risks and management of investigations.
• Expertise in managing intelligence collection and exploitation
• Skilled in obtaining and preserving evidence
Desirable requirements• Previous corporate experience
• Previous anti-illicit trade related experience, particularly in intelligence and enforcement
• Established networks (or ability to establish networks) across customs, law enforcement and NGO’s in France / Italy / Iberia
• An understanding of illicit trade, its drivers, size and nature
