Programme Development Advisor Psychosocial Support

War Child Holland’s programme in Uganda

WCH has been working in Northern Uganda since 2004 and currently operates in Acholi and Lango regions with a country office in Lira. As the situation in Uganda has stabilized, War Child Holland in Uganda focuses on the empowerment of young people and communities with emphasis on vocational skills training in addition to child protection and psychosocial interventions. Based on the recalibrated strategy of WCH, it is decided in September 2013 to finish donor obligations and end the presence of WCH in Uganda in 2016.
Ongoing projects in 2015
Building Skills: Changing Futures 2:This project is funded by the European Commission and the Dutch Ministry of Foreign Affairs (Partnership in Protracted Crisis). The project started in September 2012 and ends in August 2016. The main objective of this project is to enhance the capacity of young people in northern Uganda to access employment through non formal education and vocational training. This project is implemented with a National partner.
Conn@ct.Now: This project is funded by the Dutch Ministry of Foreign Affairs. It started in 2010 and in 2015 activities will be completed. Objective of the project is enabling children and young people affected by armed conflict to fully enjoy their rights and live in societies that respect their rights. The main activities for the remaining period of the project are vocational skills training for youths and sustainability support for ICT centres and Participatory Youth Radio programme.
Move Forward: WCH is an implementing partner for Soa Aids under the Bridging the Gaps programme funded by the Dutch Government. The objective is: Girls and young women involved in sex work in Northern Uganda are (sexually) healthy, have their human rights fully respected and are in control of their livelihoods.
The Program Development Advisor (PDA) will advise on the psychosocial support components of the projects with a main focus on Building Skills: Changing Futures 2.

Your challenge

You are responsible for ensuring that the psychosocial support components of the projects (life-skills i.e. DEALS methodology) are implemented well. You Support and build capacity of the local partner and War Child national staff to ensure quality and timely implementation of the programme. You ensure the psychosocial support activities are monitored and evaluated. On request: Support the implementation of the exit strategy, the sustainability of the work done in Uganda, training of partner organisations and documentation of lessons learnt for the wider organisation.

Your main tasks and responsibilities

  • Plan and monitor all Psychosocial Support activities (life skills, DEALS methodology);
  • Measure program effectiveness;
  • Give proactive advice to the PM on necessary adjustments in project content, direction and implementation related to psychosocial intervention;
  • Ensure the implementation of the M&E tools developed for War Child psychosocial activities in close cooperation with Quality and Learning Department of Head Office and support program staff and local partner in application of these tools;
  • Support the development of tools for assessment of quality of programming where needed;
  • Support the PM in internal and external report writing and communication for Head Office;
  • Train, coach and provide continued support to the project staff and local partners on a daily basis in order to build their capacity in psychosocial support;
  • Represent War Child in content meetings and coordination platforms/forums on psychosocial support.

Profile

  • A minimum of three years of experience in psychosocial intervention programs in post conflict situations with an iNGO;
  • Relevant academic background (Psychology, Social Sciences, Social Development);
  • Experience with youth empowerment, participation, child development, child rights with an (I)NGO;
  • Knowledge of psychosocial intervention programs within the development sector;
  • Knowledge of youth empowerment, participation, child development, child rights;
  • Knowledge of quantitative and qualitative monitoring & evaluation tools;
  • Strong supervision, coaching and communication skills;
  • Strong training experience;
  • Strong reporting skills;
  • Able to quickly identify needs/gaps and work towards solutions;
  • Good analytical and problem solving skills;
  • Fluent in English.

Job Location:Lira, Northern Uganda, with 50% travel to project operational communities
Contract:War Child Holland offers a contract till 31 July 2016. The contract might be extended for a few months depending on the need.
