Principal Statistician

Purpose of the Job
To perform statistical and related duties, tax modeling and forecasting, tax policy
analysis and research designing and analysis

Major Activities of the Job
      i.        To devise an appropriate mechanism to facilitate data collection, Compilation,
storage and dissemination for fiscal policy formulation and tax administration purpose and supervising the same.
     ii.        To devise an appropriate mechanism of data cleansing (in case of fragmented data) to warrant accurate and consistent information.
    iii.        To design and implement the provision of periodical statistical reports and disseminate the same to users
   iv.        To design and construct comprehensive statistics database to facilitate tax analysis, revenue forecasting and research designing.
    v.        To liaise with National Bureau of Statistics and Ministry of Finance and Economic Affairs to acquire and update the regional blocks databases including the East Africa Statistics Database, East Africa Trade Statistics Report and the SADC Tax Database.
   vi.        To serve as a custodian of the TRA’s information sharing and exchange programme with external stakeholders and updating the TRA website on periodic basis.
  vii.        To participate in research projects organized by the department through providing the input and technical expertise in sampling techniques, data processing, parameters estimation and significance testing.
 viii.        To assist in the coordination of warehoused information to different stakeholders both within and outside TRA for proper functioning and implementation of TRADWH.
   ix.        To update and review (in case of need) the tax revenue forecasting model including projection parameters on one hand and base forecasts, actual tax collection figures and reform impacts excel sheets  with a view to generating robust baseline and final tax revenue forecasts.
    x.        To ensure proper implementation of business Intelligence assignments with a view to identifying, profiling and reporting risks by using different BI tools and techniques.
   xi.        To assist researchers in planning research designs on complicated problems or large-scale studies which may result in contracts or grants.
  xii.        To serve facilitation responsibility to ensure smooth operation of the department’s mini-library.
 xiii.        To coordinate the implementation of the Division Quality Management System assignments in collaboration with the Department’s ISO Quality Manager with periodic reviews (as may deem appropriate) and reporting.
  1. To participate in the preparation of Annual Preferred Tax Plan to facilitate the formation of tax reform proposals
 xv.        To perform any other duties assigned by Manager Statistics and Business Intelligence.

Minimum Job requirements.
Qualification.
      i.        Advanced Diploma or Degree in Economics or Public Finance or Taxation or Statistics or Operational Research or its equivalent from a recognised Institution/University.
     ii.        Plus a Masters Degree in Economics or Public Finance or Taxation or Customsor Statistics or Operational Research or its equivalent from a recognised Institu tion/University.
    iii.        Ability to use various Statistical and Research Software and Packages.
   iv.        Postgraduate Studies in Taxation/Customs or its equivalent will be added
