Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in grades D1 and D2, as well as in grade P5 for all Director positions in field offices does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General

INTRODUCTION
The International Labour Organization (ILO) is the UN agency that brings together governments, employers and workers of its member states to advance efforts to promote decent work throughout the world. The ILO is devoted to advancing opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. Its main aims are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue in handling work-related issues. The ILO has played a central role in responding to the current global economic and jobs crisis and is involved in major multilateral initiatives to confront the crisis and its impact in the world of work.

The position is located in the ILO Liaison Office, Yangon in Myanmar. Myanmar is going through a major transition from a military dictatorship to a democratic society. The ILO- Liaison Officer for Myanmar is the ILO representative in Myanmar and as such is responsible for management of all resources allocated to the office and maintaining the image and reputation of the ILO in this country. The position serves as programme manager of ILO activities in Myanmar and ensures that ILO tripartite constituents are provided with high-quality, timely, well-coordinated and integrated services responsive to their needs and tailored to their realities. The Myanmar Office programme encompasses most ILO disciplines with special focus on the promotion of fundamental principles and rights at work. The incumbent will a play a critical role as the ILO representative within the United Nations Country Team (UNCT) in Myanmar.

The ILO-Yangon Liaison Officer reports directly to the Deputy Director General for Management and Reform (DDG/MR) and is responsible for keeping the Regional Director for Asia and the Pacific informed of significant political, policy, technical and managerial developments within the ILO Liaison Officer and in Myanmar. The incumbent will work in close cooperation with the ILO Decent Work Team for Bangkok as well as technical units at headquarters, as required.
Description of Duties
1. Manage country activities so that visible, measurable results are achieved within the programme framework, consistent with the Strategic Policy Framework and approved Programme and Budget and aligned with the respective United Nations Transitional Strategy, with support as necessary from DWT/CO Bangkok and technical units at headquarters.

2. Direct, facilitate and report on programme implementation and resource use against stated outcomes, indicators, targets and quality standards, and cooperate in the completion of ILO evaluations.

3. Direct the work of the office and ensure the effective management of all financial, human and other resources in accordance with ILO regulations, rules, policies, procedures and the results-based management framework. Ensure that all staff under his/her responsibility optimizes the use of resources for the achievement of results and that they are held accountable for their performance. Ensure timely and effective use of the Performance Management Framework (PMF) and feedback mechanisms.

4. In coordination with the Regional Office and DWT/CO-Bangkok, and in cooperation with the Partnerships and Field Support (PARDEV) Department, enhance donor support, mobilize and ensure allocated resources are effectively used to meet country priorities.

5. Advocate both internally and externally for strategies and mechanisms to enhance country focus and the Organization's impact at country level. Recognize opportunities for, and actively foster strategic and innovative partnerships for development cooperation in areas of ILO's mandate. Build positive relationships and enhance synergies and collaboration with decision-makers and the wider public to raise the visibility of the ILO and the Decent Work Agenda in national, regional and multilateral policies.

6. Lead the process at country level to promote International Labour Standards (ILS) and to ensure proper follow up of the supervisory body's recommendations in cooperation with NORMES.

7. Oversee and manage up-to-date information on country level policy developments under the overall framework of the Decent Work Agenda contributing to the ILO's centralized knowledge system. Facilitate intra and inter-regional technical coordination and support as well as exchanges of knowledge and experience to respond to priority needs.

8. Lead efforts to provide support and guidance to constituents in identifying and addressing their country priorities. Update and manage the country's situational analysis and assessment of decent work needs and resources in line with the Office's policies on knowledge management. Guide and support appropriate country specific interventions by providing strong and evidence based recommendations and facilitating the design, implementation and evaluation of the national decent work agenda strategies and plans.

9. Design and implement technical cooperation projects at country level and facilitate the evaluation of these projects, policies and programmes, in collaboration with the DWT and headquarters. Monitor and report on developments that are affecting the ability of the country to attain its objectives and support the development and implementation of agreed solutions.

10. Ensure alignment with ILO global policy directions in key technical areas and contribute actively towards the provision of policy advice by promoting the Decent Work Agenda dimension to social, economic, environmental and developmental policy makers and through dialogue with constituents, UN organizations, and other partners.

11. Encourage dialogue among constituents and the donor community and development and cooperation partners, including the UN country team on policies; and act as a convener/broker for the development and strengthening of networks with government, institutions, bi/multilateral agencies, NGOs, professional associations and other partners with a view to mobilizing support and resources towards the national decent work development strategies and plans. Advocate and defend ILO values and objectives in policy dialogues at all levels.

12. Represent ILO and serve as an integral part of the United Nations Country Team(s) under the leadership of the United Nations Resident Coordinator(s), building and maintaining strategic partnerships with the United Nations and multilateral system, ensuring overall coherence with national development frameworks and promoting and facilitating the mainstreaming of the Decent Work Agenda.

13. Play a critical role in facilitating, monitoring and evaluating the implementation of the organizational reform at country level.

14. Promote a harmonious working environment which encourages learning and in which all staff can discharge their professional responsibilities in an efficient and effective way and are treated with respect, dignity and courtesy. Encourage knowledge sharing and create linkages and synergies between technical cooperation and regular budget activities.

15. Coordinate the day-to-day response to the safety and security of ILO staff under their supervision and work with the UN Security Management Team at the respective duty stations to ensure that all staff participate in security training exercises, and comply with applicable security policies and instructions.

16. Ensure that key risks are identified, assessed and managed to contribute to the achievement of agreed results and that risk management is embedded in all core processes and functions.

17. Perform other duties as may be assigned by the DDG/MR.

DESIRABLE PROFILE

The set of qualifications below is indicative of the type of experience, education, language skills and competencies expected for this position.

Education
Advanced university degree in law, economics, political or social science or other relevant area.

Experience
At least ten years of professional experience in the implementation and management of development programmes and/or field operations, including in the area of labour and social policies and at least five years at the international level. Considerable experience in a managerial role. Field experience would be an advantage. Experience within the United Nations System would be an advantage.

Languages
Excellent command of English. A good knowledge of a second official language would be an advantage.

In addition to the ILO core competencies, the successful candidate should be able to demonstrate the following competencies.

APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Yangon, he/she may be assigned to any duty station designated by the Director-General of the ILO.
