ABOUT THE JOB: 
FINCA International is seeking an HR Specialist - Benefits and Training. S/he will be responsible for managing and performing the day to day duties associated with the administration of group benefit programs (group health, dental, vision, short-term and long-term disability, worker’s compensation, life insurance, and flexible spending accounts) and assisting in compliance duties as required by the Patient Protection and Affordable Care Act (PPACA) and other applicable regulations.
Tasks and Responsibilities:
  • Distribute information on and explain benefits programs such as pension, health, life, disability, and workers' compensation plans to employees and dependents;
  • Process invoices, verify calculation of premium statements, and investigate and resolve questions regarding delivery and payment for services by contacting health care professionals and other service providers, benefit plan providers, and employees;
  • Complete enrollment for benefits for new hires, terminations, and change of status in the HRIS system and vendor systems;
  • Review reports from plan providers to verify accuracy and resolve differences;
  • Maintain relationships with benefit consultants, brokers, and other external providers;
  • Maintain files of enrollment forms and other documentation;
  • Ensure accuracy of employees' paycheck deductions for benefits, and resolves discrepancies with payroll;
  • Produce reports of benefit enrollment, benefit deductions, and plan participation;
  • Prepare information for 5500 audit and work with external auditors;
  • Utilize available resources to ensure compliance with changes in benefit related legislation;
  • Process 403b contribution reports;
  • Assist with the open enrollment process including the development of communication strategy, preparation of materials, and presentations to employees.
Qualifications:
  • Bachelor’s degree and at least 3 years of relevant experience. Experience with e-learning technologies. Instructional design certification preferred;
  • Experience with PeopleSoft 9.2 or other HRIS systems. Internet software, Spreadsheet software, and Word Processing software;
  • Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence;
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
