General introduction

The following are eligible to apply:

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. INTRODUCTION
The position is located in the Technology Management Services (TMS) Branch within the Information and Technology Management Department (INFOTEC). INFOTEC provides modern, secure, and reliable IT infrastructure, technologies, applications and services to enable the ILO to effectively use technology to perform its mission.

TMS conceptualizes, delivers, and supports the technology that our clients need to work effectively and is focused on reducing risk, enabling mobile and productive staff, and identifying efficient and effective solutions to meet the demands of our clients. The position will be responsible for the deployment, monitoring and management of infrastructure services across the ILO (field and HQ) and partner datacentres.

The position will report to the TMS Branch Chief.
Description of Duties
Specific duties

1.Provide expertise and support with the planning, design, improvement and monitoring of infrastructure components and services, including the Storage Area Network, Backup and Restore Operations, Virtualisation, Database Operations, Network operations, Server Operating Systems administration. Implement and operate proactive and continuous infrastructure capacity and availability management.

2. Oversee the monitoring of service availability and initiate the investigation of all breaches of service availability targets and service non-availability. Implement Continuous Service Improvement methodology for the management of infrastructure service availability, ensuring that unforeseen service interruption is followed by analysis, incident reporting and lesson learned.

3.Draft, publish and maintain strategies, policies, standards and procedures for securing and supporting ILO IT infrastructure components; Storage Area Network configuration; Virtualisation of servers: Network topology and segregation; Server management; Relationship management with external hosting partner. Ensure the correct implementation of these standards and procedures.

4.Lead project activities related to infrastructure modifications including network, servers, storage, datacenters, databases and server operating systems. Identify resources needed to ensure that there is adequate staffing capacity for the section to meet evolving requirements over the entire budgeting period.

5.Engage in proactive risk management strategies for ILO infrastructure components. Identify enhancements needed to improve performance, usability and integration. Architects, documents and tests off site Disaster Recovery services. Coordinate the physical installations, evaluate potential service availability risks, and propose mitigation. Initiate, and report on annual Disaster Recovery testing process. Manage physical access to the ILO datacenters.

6. Leads and manages the TMS Infrastructure Service teams (Datacentre, DBA, Mail and Internet Services, and Network Support Operations). Ensures that all of the staff are trained, supported, and engaged. Regularly tracks the evolution of the unit workplan, and establishes targeted strategies for assisting staff to continue to deliver effectively, in line with the relevant outcomes and targets specified in the Office's IT strategy.

7.Collaborate with other units of INFOTEC to ensure that the Infrastructure Services staff remains responsive and effective.

8.Prepare the terms of reference for competitive bidding processes associated with the purchase of infrastructure components. Collaborate with PROCUREMENT to finalize the documents and analyse responses.

9.Provide costing and resource estimates to assist with developing TCO models for new project or budget proposals. Work with Hardware/Software vendors to understand potential of new hardware/software functionality.

10.Define and coordinate schedule for providing support to ILO staff and systems outside of HQ working hours when needed, including during the ILO Conference, Governing Body meetings, and to meet all other ad-hoc support requests made by the Office

11.Ensure that the inventory of infrastructure assets is maintained complete and current.

12.Conduct research and ensure, in consultation with TMS, the optimal selection, negotiation and management of contracts for all of ILO back-end infrastructure and software, including negotiation and management of support contracts.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Coordinate and be directly involved in the operation, maintenance and development of the elements of the Enterprise Network at headquarters and in the field.

2. Define and update the information technology strategy for the organization. Establish office standards for hardware, operating systems, tools, applications and enterprise
systems software.

3. Establish work plans, schedules and guidelines for the introduction of new equipment, new standards and new services.

4. Manage the appropriate elements of the unit's budget as requested by higher level Chief.

5. Organise work-related information networks with the departments and units in HQ and field offices to improve interdepartmental contacts.

6. Participate in working groups where office-wide information technology involves and affects the unit's organisation or duties. Represent the organization in inter-organisational bodies where technical policies are to be defined which are important for the organization's IT strategy update.

7. Provide expert advice and guidance on managing change in the work environment resulting from the introduction of new technologies.
Required Qualifications
Education
Advanced university degree in Information Technology or other closer related field. A first level degree in Information Technology or other closer related field with three years of experience in addition to the ten years' experience mentioned below may be accepted in lieu of the advanced degree.

Required certification:
Recent certification (post 2011) in management of virtualised high-end storage arrays (preferably HP 3PAR)

VMware "Certified Advanced Professional 5"

Recent certification (post 2011) in management of Virtual Tape Libraries

ITIL (post 2011) Financial Management and/or Service Design 
Experience
At least ten years of progressively responsible experience, including international experience and experience in a management capacity. Extensive demonstrable experience working as a Unix or Linux systems administrator, managing storage area networks, server virtualisation and network operations.

At least five years of supervising teams of systems administrators, and of managing complex infrastructure replacement projects.

Experience of moving infrastructure services to off-site service providers will be considered very advantageous

Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between August and October 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
