Consultant - Assessment of Readiness for Development of Afghanistan Financial Inclusion Policy and Strategy

ABOUT THE ORGANIZATION: 
The Microfinance Investment Support Facility for Afghanistan (MISFA) is the apex developmental finance promoting agency in Afghanistan. MISFA was set up in 2003 with a mission to facilitate the development and growth of a long-term, strong, and healthy microfinance sector in Afghanistan that provides high quality and efficient financial services to low income people.
ABOUT THE JOB: 
MISFA is seeking a Consultant - Assessment of Readiness for Development of Afghanistan Financial Inclusion Policy and Strategy. The study includes conducting an assessment to establish the need and readiness of Afghanistan in the development of a financial inclusion policy and strategy.
Tasks and Responsibilities:
  • Determine if the conditions in the country are right and supportive for an effective process of developing a national strategy. The outcome of the assessment will facilitate decision making by the government and various stakeholders, and if conditions are suitable, provide a framework to guide the development of a financial inclusion policy and strategy.
Qualifications:
  • Minimum 8 years of relevant and practical working experience within the financial sector and/or microfinance for the base of the pyramid, preferably in least developed countries;
  • Knowledge of the Afghanistan financial services sector would be an advantage;
  • Experience and understanding of the diverse aspects of financial inclusion, with technical expertise in one or several specific sectors;
  • Experience in government and policy setting organizations would be an advantage;
  • Experience in conducting similar assignments in other developing countries would be an added advantage;
  • Experience in leadership/high-level representational offices and with policy and advocacy issues at the national or global level, preferably related to financial issues would be an added advantage;
  • Excellent organizational, inter-personal, and analytical skills;
  • Excellent verbal and written communication skills in English;
  • Knowledge of at least one local language would be an advantage.
