OBJECTIVES OF THE PROGRAMME : To address the underlying social determinants of health through policies and programmes that enhance health equity and integrates pro-poor, gender-responsive, and human rights-based approaches.
Description of duties: Under the guidance of the Team Leader, Health Systems Development in Cambodia, the incumbent will perform the following tasks: I. Planning stage and ethical review: o Develop study protocol o Submit protocol for ethical review to the ethical review committee at NIPH (MoH) and WHO Regional Research Committee o Address responses of ethical review committee and adapt protocol accordingly o Develop detailed work plans o Coordinate work of different government ministries involved in the project, mainly the Ministry of Women's Affairs and the National Institute of Statistics of the Ministry of Planning in the planning and implementation of the study o Assist MoWA with convening of technical committee o Participate in technical committee meetings o Oversee finalization of questionnaire and translation o Oversee procurement of electronic devices for data collection, hiring of enumerators, mapping and site selection o Adapt training materials and develop training schedule o Coordinate training activities and carry out some components of the trainings o Conduct qualitative research or hire consultant to conduct qualitative research o Ensure pilot testing of survey is carried out and that results of pilot testing inform adaptations of study instruments II. Study implementation o Coordinate data collection activities o Ensure adherence to ethical and safety guidelines at all stages o Oversee data management and ensure data quality by working closely with NIS and by doing field visits during data collection III. Data analysis and dissemination o Ensure technical assistance available for data analysis and report writing o Draft final report in collaboration with NIS, MoWA, and consultants if necessary o Oversee production and reproduction of final report o Organize dissemination activities, including launching of report o Serve as WHO Cambodia country office focal point for gender, equity and human rights issues o Perform any other duties that may be required.
REQUIRED QUALIFICATIONS
Education: University degree in public health, international development, social work, psychology or other social science related field. Master's degree in a relevant field and specialization or training in gender studies, international development, and research methods an advantage.
Skills:  Ability to analyse and summarize information and data effectively. Good communication skills, including written, verbal and interpersonal. Good project management skills. Understanding of public health research. Statistical analysis skills and research experience. Experience conducting trainings. Familiarity with Cambodian context. Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States. Proficient in standard MS Office software applications. Presentation skills. Experience: At least five years of experience working on gender, equity and human rights as they relate to health, including in project management in an international or non-governmental organization; including at least 6 months experience working on issues related to violence against women, ideally some of it doing or supporting quantitative and/or qualitative research. With two years of work experience in a developing country, preferably in Cambodia or another country in the Region is preferred.
Languages: Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax) USD 56 198 at single rate USD 60 205 with primary dependants	Post Adjustment: 28.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
