Senior Project Accountant

ACDI/VOCA has approximately 70 projects in 35 countries and total revenues of approximately $173 million.
We are seeking a D.C.-based Senior Project Accountant who reports directly to the Director of Project Accounting and is part of the Finance and Accounting Department at ACDI/VOCA. The position will closely interact with Finance and Accounting department’s other staff members, project coordinators and project managers at HQ, Chiefs of Party, regional finance managers, and field office accounting teams. The position requires accounting analyses, development and maintenance of various accounting reports, ensuring accuracy of general ledger transactions, and other complex accounting matters.
Responsibilities include:
  • Assist the Director of Project Accounting in monitoring field office operations and make sure that field offices are following internal control procedures established by ACDI/VOCA.
  • Review copies of general ledger transactions’ supporting documentation received from field office to identify deviations from procedures described in the Field Financial Manual and work with field office accounting staff on correction of the procedures.
  • Analyze, review, and process monthly field financial reports received from designated USAID/USDA and other donor funded projects.
  • Supervise HQ project accounting staff as assigned.
  • Ensure that general ledger entries made by project accounting staff are accurate.
  • Review and post general ledger entries prepared by project accountants.
  • Oversee processing of monthly field financial reports (OSCAR) and assist project accountants with problem solving of field financial issues.
  • Review balance sheet account reconciliation, intercompany invoice preparation, claim analysis prepared by project accountants and other analyses for projects and communicate concerns, issues and questions effectively to field staff and project management.
  • Assist Director of Project Accounting in hiring project accounting staff.
  • Train project accountants on procedures and project financial life cycle process.
  • Set up accounting system and implement financial reporting (OSCAR – Excel & Quick Books) in field offices.
  • Conduct financial reviews in the field.
  • Train the field accountants and help set up internal control procedures following USG and ACDI/VOCA policies and procedures.
  • Assist in the annual audit process by preparing account analysis, audit schedules and other requested client assistance.
A master’s degree in accounting from an accredited institution or its equivalent in training and experience with a minimum of six (6) years’ accounting knowledge (GAAP) and USAID experience (22 CFR Part 226; OMB Circular A-122 & A-133; Subgrant Management) required. Fluency in Spanish required. The ability to travel to developing countries is required. Candidates must have demonstrated experience with expense report processing, monthly project billings, and account reconciliations. Candidates must also have advanced working knowledge with Microsoft Excel and have proficiency with Microsoft Word, QuickBooks, and accounting software. Superb organizational skills, judgment, and professionalism required. Strong oral, written, and analytical skills required. Must be able to work with minimal guidance and manage priorities/workflow. Strong analytical, organizational, research, and problem solving skills preferred. Acute attention to detail and the ability to multi-task preferred. Proven customer service and relationship-building skills preferred. Dependability and a strong work ethic are essential.
