Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
MCC is looking for an experienced power sector expert with a proven record of achievement to serve as a Senior Operations Advisor (SOA) to assist in the development and oversight of energy programs and projects with MCC’s partner countries.
The SOA reports to the Senior Director and Global Practice Leader for the Energy Practice Group (EPG) within the Department of Compact Operations (DCO).  The incumbent will provide intellectual leadership and practical program development and implementation advice on activities pertaining to energy policies, laws, regulations and utility and power sector reform in MCC’s Partner Countries.  As part of the Energy Practice Group’s senior staff, s/he will contribute to developing EPG priorities, build relations with private sector as well as US and foreign government agencies, represent MCC at relevant energy-related initiatives such as Power Africa, and guide the development of new process and practices for the EPG.
Ideal candidates should have demonstrated leadership and power sector expertise - including experience in emerging economies; demonstrated analytical capabilities; experience with power sector infrastructure project and program design, development and implementation; strong interpersonal, planning and organizational abilities; persuasive oral and written communication skills; and a proven ability to establish and foster relationships with federal government agencies, private sector and foreign governments. Knowledge of U.S. government interagency structure and processes is desirable. The successful applicant will need to obtain a high-level security clearance and comply with applicable ethics regulations.
