Objectives of the role:
In the framework of the United Nations’ Sustainable Energy for All initiative, the European Commission has launched a Technical Assistance facility to support developing countries to improve their policy and regulatory framework conditions aiming at providing attractive and enabling conditions for increased public and private investment in energy access, energy supplies, renewable energy as well as energy efficiency.
The facility DAI is recruiting for targets European neighbourhood, Asian, Caribbean, Latin America and Pacific regions.
The Rural Electrification Expert will have overall responsibility for overseeing and delivering Rural Electrification related technical assistance packages and will be responsible to the project manager. The expert will be in charge of other non-key experts in their domains of intervention and can act as “Team Leader” for specific activity areas, in addition to being responsible for quality control. Some travel will be required to Brussels and to partner countries.

Start Date: July 2014
Qualifications and Skills:
  • At least a 4 year University degree in rural electrification related discipline
  • Proven communication skills (oral and written)
  • All experts must have excellent knowledge of English
  • Other languages such as French, Spanish and Russian would valuable assets
General Professional Experience:
  • At least 7 years of development cooperation experience (in areas including policy and planning) in the energy sector
Specific Professional Experience:
  • At least 3 years’ experience in assisting developing countries in national energy sector policy analysis and development
  • Work experience in solving the technical, economic and financial barriers to implementing rural electrification projects (grid extension and off-grid solutions)
  • Proven experience in identifying, designing and implementing rural energy projects
  • Work experience in providing capacity building in energy related policy and regulatory areas would be an advantage
  • Work experience in industrial and technological cooperation would be an advantage
  • Work experience in the European neighbourhood, and/or Asia, and/or Latin America
