Australian Government support to the Papua New Guinea (PNG) education sector includes direct financing, procurement, scholarships and technical assistance. A major focus of technical assistance is improving the PNG technical and higher education system to enable increased access to and improve the relevance and quality of education.
This role will be based in Port Moresby with travel to other provinces when required and the Adviser will be contracted to provide up to six months input over approximately one year, with at least five months input provided in-country over a minimum of three trips. The remainder of the Adviser’s input will be spent providing support at a distance.
The PNG Office of Higher Education (OHE) is seeking a Labour Market Economist to provide advice and support to OHE senior management to develop and commence implementation of a Higher Education Workforce Development Plan that will address recommendations for the technical and higher education sector from national development plans, in line with the National Higher Education Plan III 2014-2023 and PNG Government systems. The Labour Market Economist will facilitate the capacity of OHE in these areas by providing direct support to the Director General and other staff as required.
The Adviser will be responsible for the following outcomes and deliverables:
a) Assist OHE to develop and commence implementation of a Higher Education Workforce Development Plan that will address labour market requirements, including human capital development, gender, youth and people empowerment, arising from relevant national development plans and reports, in line with the National Higher Education Plan III 2014-2023.
b) Collate labour market studies which have been undertaken in PNG in the last five years. On the basis of these reports, assist OHE to develop robust projections on skilled work force requirements for the next 20 years, in line with identified government and industry priority sectors. Design a process for continuous and consistent monitoring and publication of labour market demand. This will involve consulting with other relevant agencies to identify the most suitable agency to collect and publish labour market information.
c) Assist OHE to develop a framework to analyse skilled labour market projections and requirements by sector, occupation and industry classifications, including levels of qualification for relevant occupations and associated industry licensing and the accreditation requirements.
d) Assist OHE to draft a labour market survey analysis report that identifies gaps in current and projected labour market demand and supply by occupation and industry requirements and strategies to address these gaps.
e) Assist OHE to develop a communication strategy to provide strategic advice to institutions on labour market and workforce requirements and to inform associated policy and Government decision-making on, for example, priority sectors for scholarships as part of annual operational financial planning process.
f) Other high level advisory duties as specified by the Director General and as agreed by the Department of Foreign Affairs and Trade Education Team.
Remuneration:
This position is funded by the Australian Government and is defined as C3 under the Adviser Remuneration Framework.
CDF is an Australian Government funded facility, managed by GRM International, responsible for sourcing and providing quality capacity development expertise to the PNG education sector. CDF provides administrative, financial and logistical support to education advisers located in PNG.
