PROTECTION MONITORS

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization that works in more than 35 countries around the world. DRC has recently established a presence in Greece where aims at delivering immediate assistance and protection-guided emergency response to refugees and migrants in the Greek island of Lesvos based on international humanitarian standards and in line with the Greek government strategy.

BACKGROUND

The number of persons transiting the Greek Island of Lesvos, in search of safety elsewhere in Europe, has significantly increased since June 2015. As numbers increased to several thousand new arrivals per day, reception facilities and the capacity of primary duty-bearers as well as the humanitarian community in Greece was overstretched. As a consequence, persons awaiting registration before continuing their journey onwards have been exposed to conditions that can be below standard and conducive to an unsecure protection environment, especially for the most vulnerable cases.

With the overall objective of urgently improving the quality of the protection environment and conditions for those persons likely in need of international protection, this project seeks to support primary duty-bearers (Ministry of Migration Policy as the primary actor) to the furthest extent possible through the implementation of small scale construction to improve infrastructure, systematic information dissemination on available services and the registration process to persons of concern in a language they understand, development of site profiles and continuous monitoring of service provision, management of available accommodation facilities to ensure adequate shelter and priority to the most vulnerable, and conducting protection monitoring and support for the development and implementation of an adequate referral system for vulnerable cases.

PURPOSE

Under the supervision of the DRC Protection Team Leaders and in close coordination with other DRC field units, the Protection Monitors will undertake direct responsibility for supporting the implementation of all Protection objectives under DRC projects in Moria reception site, and will provide continuous monitoring and implementation support for all of DRC’s Protection programming in the emergency response.

Furthermore the Protection Monitors will develop and maintain good relations with the persons of concern, local authorities, partner organizations and other relevant stakeholders, to ensure adequate implementation and coordination of Protection activities.

KEY RESPONSIBILITIES

Tasks and responsibilities include but are not limited to the following:

• Continuously monitor and document the needs of the persons of concern
• Continuously monitor the adequate provision of services on the site and report on findings, to ensure Protection considerations are mainstreamed across all sectors
• Participate in shelter allocation activities ensuring vulnerable cases are identified and assisted
• Implementation of general protection activities, including vulnerability assessments, protection by presence, monitoring and analysis, in accordance with agreed objectives
• Work closely with other DRC field units and support, as necessary, any other DRC activities taking place in Moria
• Encourage, support and monitor community-based protection networks in Moria
• Identify and provide basic counselling to persons with specific protection needs, and refer them to relevant existing service providers, ensuring protective accompaniment, as necessary
• Provide support in designing and implementing awareness raising sessions and information campaigns for refugees
• Draft protection monitoring reports, provide input in designing different monitoring tools and formats
• Ensure that DRCs protection activities are flexible and responsive by participating in (joint) assessments, identifying protection concerns and reporting for follow-up
• Document case studies, best practices and lessons learned from each of the activities implemented
• Represent DRC in different meetings as required
• Provide translation/interpretation as necessary

Any other duties as may be assigned by the Protection Coordinator, relevant to the achievement of Protection objectives

PERSONAL SPECIFICATIONS

Required Qualifications

• Higher Education is desirable
• Strong verbal and written English skills
• Working knowledge of Arabic or Farsi
• At least one year of working experience with public agencies or private companies. Previous working experience with local or international NGOs will be considered as a strong advantage
• Strong computer skills
• High professional ethics

TERMS AND CONDITIONS

This position is requested for a period of three months with potential to extend based on performance, DRC requirements and availability of funds.
