Manager, ICT for Programs (ICT4P) , International Rescue Committee



BACKGROUND
Founded in 1933, the International Rescue Committee (IRC) is a global leader in providing emergency relief, rehabilitation, post conflict development, human rights protection, resettlement services and advocacy for refugees and other uprooted or affected by violent conflict and oppression. SCOPE
The ICT for Programs (ICT4P) unit supports IRC’s country program by applying innovative uses of technology that directly help beneficiaries and improve program quality and delivery. The ICT4P Manager will work closely with country program coordinators and managers and will directly oversee the work of local ICT4P Officers. The ICT4P Manager also will work closely with the Regional ICT4P Coordinator; the Information Technology (IT) department; and the US-based ICT4P Program Officer to coordinate all the activities of the unit for new and existing ICT program initiatives. This position will also help manage local partnerships with other humanitarian and development agencies active in ICT for Development (ICT4D).
RESPONSIBILITIES
Software Engineering Leadership and Support
  • Support data gathering and information management activities, from the creation of electronic surveys and assessments through report writing and dashboarding.
  • Manage the Software Development Lifecycle (SDLC): Consult with program staff on information and application needs; write specifications and project plans; and lead application and tool development against those plans.
  • Manage Data Analysts, ICT4P officers and assistants.
Business Analysis & Program Management
  • Build and maintain strong relationships with internal departments and cultivate a deep understanding of the ICT4P engagement model and offerings across the agency.
  • Create project proposals in coordination with business stakeholders, including requirements and use cases; deliver clear documentation for execution, including project scope, key stakeholders, assumptions, budget, and functional requirements.
  • Coordinate maintaining a roadmap of short- and long-term ICT for Programs initiatives.
  • Monitor quality, activity timelines and due dates for deliverables to ensure staff meet internal and/or external requirements and deadlines.
  • Provide project management or oversee project management resources for active projects, as needed.
Business Development & Partnerships
  • Forge and maintain strong relationships with local organizations active in the “Mobile for Development” and “ICT4D” sectors.
  • Coordinate pre-bid data gathering and positioning: carry out competitive analyses for new bids, and work with Regional ICT4P Coordinator to document business requirements.
  • Assist Regional ICT4P Coordinator in managing high-value partnerships and special projects.
Grants Management and Proposals
  • In partnership with program technical staff, contribute to the development of unit grant budget proposals including appropriate staff, operational and software/hardware technology costs.
  • Ensure the local ICT4P operating budgets are maintained on a timely basis, revisions reviewed with the unit management and submitted in accordance with the Finance schedule.
Reporting and Communications
  • Assist in creating a communications strategy and message both internally and externally to the IRC to showcase the unit contribution and innovation, including monthly/quarterly newsletters.
  • Manage all internal and external reporting, ensuring high-quality, well-written and timely reports on key program highlights/issues that meet donor and IRC requirements, with support from the program managers/coordinators.
  • Prepare and update sector and/or geographic ‘fact sheets’, data requests, and other program and external communications information as necessary for dissemination to donors, peer organizations, or other relevant entities.
REQUIREMENTS
  • Degree in Computer Science or equivalent experience.
  • Demonstrated experience programming with Python, PERL, Java, Ruby or .Net.
  • Demonstrated experience building databases and with SQL.
  • Two years minimum work experience in international humanitarian or development field with exposure to ICT for Development initiatives.
  • Ability to work in a multi-cultural environment and travel as required to project field sites.
  • Self-directed, able to independently set priorities and solve problems with minimal guidance; comfortable working with unit members who are travelling 25-50% of the time.
  • Excellent interpersonal, oral and written communication skills; demonstrated ability to successfully work in a fast-paced environment within and across departments/functions, and develop positive relationships with locally and remote based staff.
  • Excellent spoken and written English language skills.
