Job Description

The Basic Education Sector Transformation (BEST) Program, funded by the Australian Government, is working with a range of partners within the Philippines education system to support the implementation of the K-12 Education reforms.

BEST are seeking a Teacher Development Support Specialist who will support effective teaching and learning initiatives and provision of related policy, strategic and technical advice to develop the capacity of the National Educators Academy of the Philippines, Teacher Education Council and Commission on Higher Education.  This will also involve working with partners such as the Research Centre for Teacher Quality to determine critical strategies and activities to support strategic planning for teacher training including the move towards school-based teacher-training paradigm.  The Specialists will support development activities in both pre-service and in-service teacher education and the development of synergy between CHED and DepEd.
 
Responsibilities
  • Work closely with BEST specialists and partners to analyse and identify areas where pre- and in-service teacher training and development can be supported and strengthened.
  • Work collaboratively with partners to develop and design the teacher-training framework for both pre- and in- service. This will include the revision and development of new programmes, new approaches to in-service teacher training and school-based teacher development, developing resources to support new approaches across the education system, etc.
  • Direct and organise the work of the technical officers, as appropriate and in collaboration with partners in DepEd and CHED.
  • Strengthening the capacity of NEAP and TEC
  • Development of Induction training materials
  • Development of a new Pre-Service Curriculum
  • Creating new routes into teacher training for unqualified teachers
  • Development of new graduate programs to raise teacher quality. 

Key Qualifications and Skills
  • Formal qualifications and experience in fields closely related to Teacher Development.  A Doctoral level qualification is preferred but not essential.
  • At least five years experience in learning and development with direct experience of working with in-service teachers and/or pre-service teachers.
  • An excellent understanding of the requirements for the development of a strategic plan for teacher education and ways in which this can be developed and implemented.
  • Knowledge and skills in inclusive education and development strategy implementation and/or monitoring.
  • High level interpersonal skills including verbal and written communications skills and an exceptional ability to develop and maintain results-focused stakeholder relationships in a complex environment. This includes demonstrated ability to engage at a senior level, build and maintain networks, provide advice and communicate effectively (written and verbal) on sensitive issues with a culturally and professionally diverse range of stakeholders.
  • Demonstrated ability to work in a team, work sensitively in a complex, cross cultural operating environment, nurture productive internal relationships, foster an environment of continuous learning and work effectively under pressure.
  • Relevant knowledge and experience in developing, implementing and quality assuring complex development programs that deliver strong development results. Familiarity with good donor practice in education reform, including programmatic approaches.
