SUMMARY
International Emergency and Development Aid (IEDA Relief) is an international non-government organization specializing in international development and humanitarian assistance. IEDA Relief has been providing humanitarian assistance and serving communities since 2008. IEDA is headquartered in Houston, Texas, with programs in the Democratic Republic of Congo, Haiti, Burkina Faso, Mali, Niger, Central African Republic, Cameroon, the Philippines and the United States. Since November 2013, IEDA Relief has been working in the Philippines as part of the international humanitarian response to typhoon Haiyan (Yolanda). The mission of IEDA Relief is to alleviate the suffering of vulnerable people by tackling the underlying causes of poverty so that people can become self-sufficient and achiever their full potential. IEDA Relief works to empower communities in conflict-torn and disaster-affected areas to save lives sustain human dignity and restore healthy communities.
IEDA Relief will partner with OXFAM in the implementation of the Community-Led Economic Recovery Project (PROJECT CORE), the livelihood component of the Tacloban Resettlement Integrated Program (TRIP), a comprehensive post-Haiyan recovery initiative spearheaded and funded by OXFAM. PROJECT CORE intends to provide sustainable livelihoods for resettled internally displaced persons who have been or will be relocated in the permanent resettlement sites in Tacloban City.
IEDA Relief seeks eight Project Field Staff Personnel (PFS) for PROJECT CORE to be based in Tacloban City. The PFS acts as the key field implementers of the project under the overall guidance and supervision of the Project Director, the interim Country Director of the IEDA Relief Philippine Country Office and consistent with the requirements set by the funding partner. The PFS shall carry out the field implementation consistent with the overall goals and strategy and the approved work and financial plan for the project.
The position is based in Tacloban City. It shall involve extensive fieldwork within the identified target permanent resettlement sites in the Northern Barangays and among communities targeted for relocation located in San Jose District, Tacloban City. PFS may be required to work on weekends.
SPECIFIC RESPONSIBILITIES
· Carry out, oversee, manage and coordinate the field implementation of livelihood support activities and other specific project components in accordance with the approved work and financial plan in order to deliver results and outputs for each target barangay covered by the program
· Prepare, organize and conduct social preparation, capacity building and in cooperation with other partners, technical training activities to support the implementation of livelihood programs
· Assist in the monitoring, review and refinement of all strategies to ensure the effective and efficient delivery of all project activities, outputs and outcomes
· Carry out the identification and selection of prospective beneficiaries consistent with the approved vulnerability index and the stated objectives of the project
· Prepare and submit a external and internal weekly progress reports and program documentation
· Cultivate and develop partnerships with other program stakeholders and institutionalize and encourage community participation in the course of project implementation
· Contribute to the preparation of the final project report
· Be responsible for a wide spectrum of other field project implementation roles
· Regularly report to and keep the Project Director, the interim Country Director and OXFAM up-to-date on project progress and implementation issues.
PROJECT DURATION
The project shall cover a period of four months from 1 August to 30 November 2015.
QUALIFICATIONS
Education: Bachelor’s Degree in a relevant discipline
Skills: Excellent management, organizational, analytical, critical thinking and interpersonal skills.
Able to work under minimal supervision and willing to take initiative.
Must highly organized, detail-oriented, flexible, self-motivated, able to manage multiple tasks and work independently.
Strong written and oral communication skills in English, Filipino and Lineyte-Samarnon (Winaray)
Others: At least one year previous work experience with a non-government organization, particularly for a livelihood support program, generally preferred
