SUMMARY
International Emergency and Development Aid (IEDA Relief) is an international non-government organization specializing in international development and humanitarian assistance. IEDA Relief has been providing humanitarian assistance and serving communities since 2008. IEDA is headquartered in Houston, Texas, with programs in the Democratic Republic of Congo, Haiti, Burkina Faso, Mali, Niger, Central African Republic, Cameroon, the Philippines and the United States. Since November 2013, IEDA Relief has been working in the Philippines as part of the international humanitarian response to typhoon Haiyan (Yolanda). The mission of IEDA Relief is to alleviate the suffering of vulnerable people by tackling the underlying causes of poverty so that people can become self-sufficient and achiever their full potential. IEDA Relief works to empower communities in conflict-torn and disaster-affected areas to save lives sustain human dignity and restore healthy communities.
IEDA Relief will partner with OXFAM in the implementation of the Community-Led Economic Recovery Project (PROJECT CORE), the livelihood component of the Tacloban Resettlement Integrated Program (TRIP), a comprehensive post-Haiyan recovery initiative spearheaded and funded by OXFAM. PROJECT CORE intends to provide sustainable livelihoods for resettled internally displaced persons who have been or will be relocated in the permanent resettlement sites in Tacloban City.
IEDA Relief seeks a Project Director (PD) for PROJECT CORE to be based in Tacloban City. The PD has the responsibility to ensure the effective and efficient overall implementation of the project under the overall guidance and supervision of the interim Country Director of the IEDA Relief Philippine Country Office and consistent with the requirements set by the funding partner. The PD will ensure the functioning of the project from the start to the completion of project implementation. The PD shall coordinate, supervise and monitor the operation of the project and its staff and sustain collaboration with OXFAM, the local government units and other key stakeholders.
The position is based in Tacloban City. The position requires regular fieldwork and onsite coordination with the project beneficiaries as part of the intervention. The PD may be required to work on weekends.
SPECIFIC RESPONSIBILITIES
· Provide overall supervision, leadership and oversight to the project management team and the coordination of their work to ensure the production of the expected outputs
· Prepare and participate in project planning, review, monitoring and assessment meetings
· Provide technical direction to the project team, review implementation reports and monitor all activities being carried out by the project team
· Draft and submit for the approval of the interim Country Director all TORs for all key inputs (personnel, training, procurement) and administer the mobilization of such inputs
· Ensure that the project team mobilize and deliver the outputs in accordance with the contract and letter of agreement made with OXFAM as funding partner
· Supervise all project field staff and short-term consultants or trainers contracted for the project
· Prepare project progress reports and the project final report
· Ensure the timely submission of work plans, reports, outputs and other deliverables to the interim IEDA Relief Philippine Country Director and OXFAM for review, evaluation as appropriate
· Regularly report to and keep the interim Country Director and OXFAM up-to-date on project progress and implementation issues
PROJECT DURATION
The project shall cover a period of four months from 1 August to 30 November 2015.
QUALIFICATIONS
Education: Bachelor’s Degree in a relevant discipline (Social Science, Development Studies, Psychology, Public Administration, Sociology, Political Science or any related field).
Graduate Degree, an advantage but not required.
Skills: Excellent management, organizational, analytical, critical thinking and interpersonal skills.
Able to work under minimal supervision and willing to take initiative.
Must highly organized, detail-oriented, flexible, self-motivated, able to manage multiple tasks and work independently.
Strong written and oral communication skills in English, Filipino and Lineyte-Samarnon (Winaray)
Others: Previous work experience with a non-government organization, particularly for a livelihood support program generally preferred
