Cardno Emerging Markets supports the implementation of the Governance for Development (GfD) Program on behalf of the Australian Government.
In 2014, Australia commenced implementation of an eight year Governance for Development (GfD) Program that assists the Government of Timor-Leste (GoTL) to deliver services that meet Timor-Leste's development needs and supports economic growth.

The objective of the GfD program is to support the GoTL to achieve sustainable economic and human development; and support the development of a fiscal framework that delivers sustainable government finances, economic growth and services to meet social needs.

To achieve its development targets, Timor-Leste is striving to improve the performance of its government agencies. The core work under GfD is with central agencies to improve the systems that are most important to economic management and service delivery.  The key agencies with which GfD works are:
  • Office of the Prime Minister
  • Ministry of Finance
  • Civil Service Commission (CSC)
  • Office of the Minister of State, Coordinating Minister for Economic Affairs (MECAE)
  • Selected Line Ministries
The objective of the National HR Adviser is to provide guidance and support to the CSC to develop and implement the five-year strategic plan in support of the GoTL's public administration reform agenda.

Key responsibilitiesThe responsibilities of the National HR Adviser are as follows:
  • Provide technical HR advice to the President and Commissioners of the CSC on the overarching strategy for public sector reform.
  • Provide technical HR advice and support to the DG on management and implementation of the strategic plan. 
  • Support overall capacity development of the CSC and wider civil service.
  • Provide advice on and support to the CSC on the development and implementation of policies, regulations and procedures for human resources management across the Civil Service.
  • Support the CSC to implement policies throughout the line ministries.
  • Provide support and guidance to the HR Management Group (GJPRU) in implementing policies in their line ministries.
  • Provide advice on gender equality and promotion of women's empowerment across the Civil Service.
  • Provide advice on other cross-cutting issues, such as child protection, youth, disability and social inclusion.
  • Prepare and produce work plans in consultation and agreement with the DG.  Prepare quarterly progress reports for GfD.
  • Other tasks as directed.
