Job Description

The Basic Education Sector Transformation (BEST) Program, funded by the Australian Government, is working with a range of partners within the Philippines education system to support the implementation of the K-12 Education reforms. The Department for Education (DepEd), through The National Educators Academy of the Philippines (NEAP), is reviewing the current provision for in-service teacher professional development and formulating new strategies and innovations to ensure that teachers are providing the highest quality teaching and learning experiences to all children.

BEST are seeking a LAC Project Team Coordinator who will oversee all the activity of a new 7 person team to support the effective implementation of Learning Action Cells (LACs).  The Coordinator will ensure clear strategic planning to ensure the expected outcomes are achieved, with a specific focus on the development and field testing of materials which can support LACs.  The role will involve supervising effective day-to-day activities and providing guidance on technical and operational issues; developing and undertaking strategies to build and coordinate commitment to the change process and developing and using performance indicators to promote continuous improvement; developing and implementing a process for monitoring of the performance and effectiveness of the technical support / activities implemented, incorporating joint work-planning and genuine opportunities for performance-related feedback from schools and partner agencies.

Job Description
Responsibilities 

  • Coordinate with the team and stakeholders to ensure effective delivery of capacity development or technical assistance / activities in a manner that promotes ownership and accountability and adopting suitable approaches to adult learning and work based learning.   
  • Develop and undertake strategies to build and coordinate commitment to the change process and develop and use performance indicators to promote continuous improvement. This will include direct responsibility for an agreed number of LAC projects as well as overseeing projects managed by the LAC Project Officers.
  • Develop and implement a process for monitoring of the performance and effectiveness of the technical support / activities implemented, incorporating joint work-planning and genuine opportunities for performance-related feedback from schools and partner agencies;

Key Qualifications and Skills
Essential

  • Formal qualifications and experience in fields related to Professional Teacher Development; these can include any or all of the following - Education, Psychology, Development Studies.
  • A strong background in education research and the ways in which teachers can be supported to position themselves as practitioner researchers.
  • An excellent understanding of the links between teacher professional development and continuous improvement, action research and reflective practice. 
  • Experience in learning and development. Preference will be given to candidates who can demonstrate direct evidence of working practically and innovatively on the development of Learning Action Cells.
  • Excellent interpersonal and facilitation skills, including the ability to effectively work with and support the members of a team and work collegiately in partnership with a wide range of stakeholders.
  • Excellent analytical and communication skills including report writing
  • Demonstrated problem-solving skills.
  • Strong liaison and coordination skills.
