This is an opportunity to strengthen Oxfam’s response to humanitarian emergencies through the provision of HR Advice and support to the Country Programme Office and Regional Centres on the full range of employment issues, particularly around the start-up and scaling down of humanitarian programmes and implementing humanitarian HR preparedness measures. To interpret corporate strategy, contribute to the development of HR strategy and the design and implementation of operational plans to enhance a humanitarian programme performance through its people.
The following minimum technical responsibilities will usually be expected during each deployment:
  • Programme design and set up -support the programme management team with workforce planning and staffing structures, budgeting and defining country specific policies such as Rest and Recuperation.
  • Coordination of large scale recruitment – lead on the design and implementation of the recruitment process for International and National staff during times of emergency scale up.
  • Staff Welfare -support and implement policies, processes and practical solutions to ensure the welfare of staff in an emergency response.
  • Employment law / legal knowledge – analyse local law in different contexts and translate its implications into agency-relevant guidelines.
  • HR systems and management information –embed HR database ways of working within an HR team, and analyse and report on people management issues.
  • HR policy and procedures – adapt existing HR policies and procedures to an emergency context. Advise and support managers on HR policy and practice, in particular management of change, performance management, grievance, discipline and poor performance.
  • Contract management –manage the employment cycle of employees including induction; performance management; terms and conditions of employment; termination; keeping HR records – both manual and electronic up to date.
  • Resourcing and talent management –develop succession plans; contribute to the use and development of Regional or Country humanitarian registers and emergency response teams.
  • Learning and organisational development – design and implement rapid induction programmes for new staff. Develop staff capacity building plans.
  • Reward – manage the implementation of grading, pay and terms and conditions policies and processes. Implement country specific policies related to reward during a first phase humanitarian response.
  • Programme scale down – planning and implementing HR exit strategy, supporting change management procedures and the redeployment of staff.
  • Humanitarian HR preparedness and capacity building -provide support and guidance on humanitarian HR preparedness and the HR minimum requirements in the first phase of a response, working with teams on preparedness workforce planning; systems and capacity building plans.
  • Management -To lead a country/project level HR team including day to day management; support and coaching; sometimes having to train HR staff who have little previous knowledge or experience.
  • HR team working -To participate actively as a member of a global HR team, working both within country/region HR teams whilst on deployment and within the wider Humanitarian HR Team.
We are looking for an experienced Human Resources Advisor with previous development or humanitarian work experience, ideally with a similar organisation, who has significant and relevant HR experience of acting as the HR Lead within a country programme particularly dealing with the start-up and scaling down of humanitarian programmes and implementing humanitarian HR preparedness measures.
