On 1 April 2015, the new Oil and Gas Authority (OGA) became an Executive Agency of the Department of Energy and Climate Change (DECC) with headquarters in Aberdeen. In 2016, the OGA will become a Government-owned company.  Establishing the OGA is a once in a generation opportunity for supporting a step change in the stewardship of the UK’s oil and gas resources. As a new regulatory body comprising of circa 180 staff, the OGA is seeking to recruit a Head of Performance whose role will be to:
  • Provide a comprehensive and integrated performance management function across the OGA, ensuring that arrangements are in place to enable the effective performance monitoring and reporting of the OGA together with oil and gas industry.
  • Manage the delivery of OGA performance improvements, internally and externally, as directed by the leadership team and OGA Board.
  • Deliver organisational-wide planning enhancements to enable a step change in OGA performance.
The post will report to the OGA Director Policy, Performance and Economics. On taking up the position the post holder will recruit and manage a team of up to 7 staff across the two OGA office locations:  Aberdeen and London.  As this is a new position, the exact objectives for this post may evolve; the successful candidate will need to demonstrate a capability to adapt the role according to business needs.  Duties will include:
  • Leading and taking responsibility for the strategic overview of planning across the OGA and enact planning enhancements to deliver a step change in the OGA’s performance, working with colleagues from all directorates.
  • Help establish a planning culture across the organisation, without heavily engineered processes.
  • Co-ordinate with colleagues to produce a weekly forward planner for OGA.
  • Monitor and Drive OGA’s performance through the delivery of a monthly performance review pack agreed by the leadership team and the OGA Board.  This will include updates to the KPIs and opportunity matrix; monitoring and tracking progress for the Wood Actions and Call to Action Report; and monitoring and track progress for other program items and special topics and develop and deliver the industry tracking for the MPR pack.
The successful candidate will have the following:
  • Ability to translate complex and broad material into simple and clear written or oral communications
  • Leadership and management experience
  • A thorough understanding and experience of upstream oil and gas, experience of Performance Management or an understanding of the strengths and weaknesses of data sources in the area are beneficial, but not essential.
