BACKGROUND
The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home. The IRC has been operating in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, Jonglei and Central Equatoria states. Currently, IRC South Sudan implements health, nutrition, economic recovery and development (food security and livelihoods), protection, women's protection and empowerment and environmental health (WASH) programming.
The Local Governance and Service Delivery Project (LGSDP) aims to improve local governance and service delivery in participating counties in South Sudan. Key results include: (a) more inclusive and participatory local planning, implementation and accountability processes that also address local drivers of conflict; (b) improved county government functionality and capacities through 'learning by doing'; (c) a more predictable and transparent system of transfers to country governments; and (d) expanded access to services in counties covered by the Project.
This position is contingent upon funding.
JOB OVERVIEW
The Governance Project Officer will be responsible to train field staff. S/he will provide oversight during the information campaign and PDC training. S/he will assist communities in the project feasibility and design stage. The Governance Project Officer reports to the Governance Program Coordinator.
MAJOR RESPONSIBILITIES:
The Governance Project Officer shall:
1 Technically supervise, coordinate and support the social mobilizers to reinforce and build the project teams' capacity to plan, implement, and analyze LGSDP effectively
2 Monitor, analyze and provide feedback to the project teams to ensure the quality of programmatic activities in the field.
3 In collaboration with program coordinator, project officers and field teams, foster the sharing of best practices between sites around key programmatic activities and design and implement relevant quality controls, tracking systems/methods, and team training materials. 4 Develop and rollout staff training modules around programmatic themes and activities 5 Actively identify and implement initiatives that increase programmatic synergies and linkages with other development actors, partners and IRC programs. 6 Develop and refine the internal control toolkit and conduct regular programmatic audits in both CDD implementation zones. Based on the recommendations of these audits, develop tools and processes aiming to tighten the internal control environment both programmatically and operationally.

8 Upon request, assist the program coordinator in reporting to internal and external actors, including regular donor reporting, newsletter and media outreach, and internal initiatives.
JOB REQUIREMENTS:
  • Degree in Social Science, Development Studies or a related field.
  • Minimum of 5 years' experience from community engagement projects/activities
  • Work experience from South Sudan or similar fragile country
  • Demonstrated ability to effectively negotiate and partner with communities, government officials, donors, and other stakeholders.
  • Demonstrated understanding of local culture, administrative systems, and government organization.
o Strong MS Office skills, including Word and Excel.
o Fluency in written and spoken English is required.
  • Knowledge of Arabic or other local languages will be an added advantage.

WORKING ENVIRONMENT:
Security level orange - The situation in the country in general is calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
The position is based in Juba. Lodging is a private bedroom in a shared IRC guest house - with electricity, internet and cable TV. Food is the individual's responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.
The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.
