BACKGROUND
The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home. The IRC has been operating in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, Jonglei and Central Equatoria states. Currently, IRC South Sudan implements health, nutrition, economic recovery and development (food security and livelihoods), protection, women's protection and empowerment and environmental health (WASH) programming.
The Local Governance and Service Delivery Project (LGSDP) aims to improve local governance and service delivery in participating counties in South Sudan. Key results include: (a) more inclusive and participatory local planning, implementation and accountability processes that also address local drivers of conflict; (b) improved county government functionality and capacities through 'learning by doing'; (c) a more predictable and transparent system of transfers to country governments; and (d) expanded access to services in counties covered by the Project.
This position is contingent upon funding.
JOB OVERVIEW
The Governance Program Coordinator will be responsible for day-to-day coordination with the local governance and service delivery project (LGSDP) program management unit (PMU), SPCSOs, county administration. S/he will be responsible for the oversight of the implementation of all activities at the community level. S/he will also be responsible to provide support and coaching/mentoring to the program staff. S/he will assist the project officers (2) with the review of the activity reports prior to submission the PMU. The Governance Program Coordinator reports to the Field Coordinator.
MAJOR RESPONSIBILITIES:
The Governance Program Coordinator shall:
  1. Strategy
o Become familiar with the LGSDP Program Framework, strategic planning process, and contribute to these processes and utilize their outputs in his/her work;
o Ensure that overall Program implementation and monitoring systems support the LGSDP strategic objectives in South Sudan ;
o Gain an understanding of Community Driven Development (CDD) best practice and ensure that this trickles down into program implementation;
o Seek out opportunities for appropriate synergy and collaboration between the LGSDP Program and other projects implemented in the geographical area of responsibility, especially vertical service delivery projects.
  1. Program Area Management
All management activities are conducted in a manner that ensures coherence of the program in the geographical area of responsibility of the LGSDP with the overall nationwide program.
o Provide vision, leadership and technical direction to the area team, in accordance with the agreed program methodology and in alignment with LGSDP national operational policies and practices;
o Prepare, in coordination with key program staff, strategic area work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation - all of those tools being drawn from the nationwide tools provided by the consortium coordination team;
o Manage the overall project in the area of responsibility by planning, monitoring and evaluating project activities in accordance with the guidance and requirements of the nationwide consortium coordination team;
o Ensure that all tools and resources required for the Program are identified by the nationwide partner coordination team and contribute to their development as required;
o Oversee administrative and financial management of the Program in the area of responsibility;
o Ensure that Program adequately meets beneficiary needs and related targets;
o Ensure that Program is implemented in a timely and professional manner;
o Ensure that the Program always works towards greater community involvement and ownership;
o Participate in regular coordination meetings and others as appropriate.
  1. Monitoring & Evaluation
The IRC is committed to the collection of high quality data to document project effect and impact.
o Ensure effective implementation in the area of responsibility of the country-wide M&E systems throughout the lifetime of the Program;
o Ensure adequate documentation is made for all activities undertaken in the course of the Program in the area of responsibility;
o Lead a continuous quality improvement process to ensure the highest quality possible of the Program in the area in close collaboration with the consortium coordination team;
o Ensure the appropriate use in the area of responsibility of a web-based platform for data entry, processing and analysis.
  1. Grants and budget Management
Reporting - IRC must produce high quality regular program reports for donors and other key stakeholders. Project reports are written by the Program staff, with the support of Grants Managers.
o Be responsible for the accurate, timely and high quality aspects of donor and internal reports components for the area of responsibility.
Budget Management
o Monitor spending versus budgets in the area of responsibility;
Contracts Management
o Gain knowledge of donors' culture, policies and procedures in relation to the Program and ensure IRC compliance with these regulations in the area of responsibility;
o Ensure community compliance with agreements provisions.
  1. Human Resources
o Directly manage a robust CDD area team;
o Ensure the program in the area of responsibility uses consistent HR systems with the other areas - consistent job descriptions, recruitment tools, performance plans, training and staff development systems, etc. such as consistency in Program implementation can be supported by a consistent approach to HR;
o Promote professional working relationships within the area team and with the other components of the consortium and when required, contribute to resolving staff conflicts and concerns in the area of responsibility in a timely manner, in close collaboration with supervisor;
o Contribute to area team-wide understanding of and agreement and compliance with IRC Sexual Abuse and exploitation policy and mandatory reporting policies.
  1. Representation
Representation functions are held in close coordination with the Provincial Director.
o Organize field visits for LGSDP staff and other stakeholders upon request;
o Ensure that the IRC and the Program are appropriately represented in relevant coordination bodies at provincial level on issues that directly relate to the Program;
o Ensure the Program develops and maintains a good relationship and communication with local and provincial level relevant authorities and other actors such as the International Development Association, the UN, the World Bank, etc.;
  1. Security
The Program may take place in areas where security is a constant concern. Violence between groups can flare up at times impacting project activities and endangering project staff.
o Achieve competency in use of all communications equipment;
o Be fully capable of implementing emergency response procedures without assistance.
JOB REQUIREMENTS:
  • MA in Social Science, Development Studies or a related field.
  • Minimum of 3 years' experience in project management
  • Experience with Community Driven Development Programs.
  • Work experience in South Sudan or similar fragile country
  • Demonstrated ability to effectively negotiate and partner with communities, government officials, donors, and other stakeholders.
  • Demonstrated understanding of local culture, administrative systems, and government organization.
o Strong MS Office skills, including Word and Excel.
o Fluency in written and spoken English is required.
  • Knowledge of Arabic or other local languages will be an added advantage.

WORKING ENVIRONMENT:
Security level orange - The situation in the country in general is calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
The position is based in Aweil. Lodging is a private bedroom in a shared IRC guest house - with electricity, internet and cable TV. Food is the individual's responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.
The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.
