Financial & Supporting Officer

Dorcas is a Christian relief and development organization active in Eastern Europe, the Middle East and Africa. In these regions Dorcas works together with local partner organizations through the Dorcas field offices. Dorcas is committed to fulfil the command Jesus Christ gave to His followers to take care of the poor and oppressed (Mt.25.31-46), irrespective of their race, religion, gender or political conviction, by encouraging self-reliance through development, providing social care and assisting in emergency situations.
To properly facilitate our rapid response team for relief efforts and to administrate and financially monitor our field offices and the projects that are implemented by ourselves and our partner organizations, the Finance department is looking for a flexible, self-starting and resourceful
Financial & Supporting Officer
Employment 0,8 - 1,0 FTE
To be stationed in Andijk, the Netherlands. Frequent and ad-hoc travel required
The Financial & Supporting Officer must be able to work confidently without much direct supervision, but at the same time is under direct leadership of the Finance Director and will cooperate with the Operational Director, Project Coordinators at HQ, the Finance Team Leader, Country Directors and Financial Officers in our field offices and partner organizations.
The Financial & Supporting Officer will be responsible for:
  • Be a member of the rapid response team in emergency situations and as such setting up Financial, HRM and ICT systems, implementing Dorcas policies on logistics and procurement, assisting in hiring local officers, initially run the financial administration and procurement and later on hand this over to the local recruits;
  • Training new local Financial Officers in our field offices and partner organizations when necessary;
  • Assisting in financial monitoring of projects, that are executed by Dorcas itself or our partner organizations, especially temporary relief projects and temporary field offices, including proper reporting to institutional donors on such projects and partake in internal audits of field offices and projects.
Job Requirements:
  • BSc degree in financial management (SPD) and hands-on experience with leading supporting functions;
  • Good, hands-on bookkeeping and reporting knowledge, previous NGO experience is an advantage;
  • Must definitely be a proven self-starter, be self-confident and able to create order in a volatile situation;
  • Ability to travel extensively and to work and effectively communicate in a cross-cultural environment;
  • Fluent (spoken and written) in English and Dutch and proven ability to train local staff and transfer knowledge;
  • Excellent Excel skills and ability to quickly analyze financial figures;
  • The ability to work under pressure and to prioritize work load;
  • Adherence to the mission and vision of Dorcas;
  • Active membership of a local church;
