The Global Learning & Development Team is looking for a Deputy Head of Regional Learning & Development to be based in Brussels. The selected candidate will have overall responsibility for L&D activities in European Posts and ensure the operational success of the team.

The Global Learning & Development Team offers learning and development solutions to meet organisational needs, aligned with UK government priorities. The Europe Regional Learning and Development Team (RLDT) provides L&D services to more than 50 Posts (about 3,500 staff) around Europe and EECAD and forms an integral part of the global L&D offer to staff working in the Foreign and Commonwealth Office.

The main purpose of the job is to deliver on the strategic objectives of the Head of Europe while providing operational Line Management to 5 RLDT Advisers in Europe. The successful candidate will be expected to Business Partner with Senior Management across the region, HR Business Partners and thematic leads in both London and the Region. In addition, the candidate will deliver formal training or other informal L&D interventions that meet the specific needs of staff from all Government Departments in their regions.

Main Duties/Responsibilities

RLDT Operational Management:

  • Work with other Heads of the global network and in the absence of the Europe Head and attend monthly conference calls, participating in strategic projects and decision making;
  • Partner with the host Post (if appropriate) and ensure clarity on roles, expectations and delivery of L&D interventions;
  • Lead and work successfully with local/regional/global project teams to ensure quality and timely delivery of shared objectives, implementation plans and project outcomes, including accurate documentation of activities and reporting;
  • Support and collaborate with other RLDT members in the region/network to deliver on account plans and shared objectives. Active participation in knowledge and best practice sharing across the global network of Regional L&D Teams, providing appropriate development support where required;
  • Overall responsibility for an operational budget and Management Information, ensuring timely and accurate monthly reporting and on-track budget spend.

Account Management:

  • Support and advise Posts with identifying appropriate learning interventions;
  • Support thematic accounts to assist them in achieving their objectives and work with regional and network leads as appropriate;
  • Share best practice with RLDT Network and other Posts;
  • Complete all Management Information accurately and comprehensively to ensure RLDT activities are tracked and can be evaluated.

Delivery:

  • Ensure effective prioritisation of resources between Posts and different customers including Prosperity, Consular, DFID, Home Office and Visas (previously UKBA) in line with overall RLDT priorities and customer needs;
  • Design appropriate L&D Interventions for delivery by the RLDT Network;
  • Participate, as owner and/or deliverer, in reviews of RLDT and CSL products.

Required Experience & Skills 

  • Bachelors degree, or equivalent evidence of vocational learning;
  • Strong line management capability and experience;
  • At least 5 years of experience in training design and delivery, ideally in management or leadership development and soft skills;
  • Ideally holds a CIPD qualification relevant to L&D, or equivalent;
  • At least 3 years of account management/business partnering experience in the L&D field;
  • Demonstrated knowledge and experience of learning and development processes including learning needs assessment, learning evaluation and learning design;
  • Solid experience in managing and servicing client accounts (HR/L&D related), and coaching and mentoring within a corporate environment, are preferred;
  • Strong interpersonal skills, and fluency in English, both verbal and written, with excellent communications skills;
  • Concrete experience in working across a wide range of stakeholders, organisations and cultures with sensitivity and effectiveness;
  • Demonstrated ability in the following FCO Competences: Changing & Improving, Making Effective Decisions; Leading and Communicating; Collaborating and Partnering; Building Capability for All; Delivering at Pace.

Terms and Conditions

This is a one year fixed term contract, for 5 working days (36.25 hours net) per week.

The successful candidates will be subject to professional background checks and security clearance.

The monthly salary for this position is € 4133.84 gross, C5 level (The UK Missions in Belgium salaries are not subject to annual indexation).

Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.
