In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another
assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. INTRODUCTION
The position is located in the Sectoral Policies Department (SECTOR) within the Policy Portfolio of the ILO. SECTOR promotes Decent Work in specific economic and social sectors by supporting ILO constituents in addressing the needs and challenges of different sectors at the global, regional and national levels. The sectoral approach to decent work cuts across the entire Decent Work Agenda.

The work of the Department includes: consensus building on sector-specific policies and practices through the organization of tripartite global and regional meetings; capacity development for tripartite constituents aimed at training on and promoting the ratification and effective implementation of sectoral international labour standards and policy guidance and tools; exchange of knowledge and information among ILO's tripartite constituents on key labour and social developments in sectors; action-oriented research on topical sectoral issues; and enhancing policy coherence on the promotion of decent work in specific sectors through partnerships with UN agencies and multilateral organizations.

The hotels, catering and tourism sector (HCT) is one of the fastest growing sectors of the global economy. It is also among the top-job creating sectors because of its labour-intensive nature and the significant multiplier effect on employment in other related sectors. Yet, the sector has a reputation of challenging working conditions such as low wages, shift and night work and seasonality.

The Technical Officer will report to the Head of Forestry Agriculture and tourism (FACT) unit within SECTOR. 
Description of Duties
1. Research and analyse trends and developments concerning the HCT sector with respect to the ILO's strategic objectives, Outcomes and Decent Work Agenda, such as the promotion of relevant sectoral Conventions and Recommendations; employment and working conditions in the HCT sectors; social protection, including the working environment and issues such as the impact of HIV and AIDS; and social dialogue, including all forms of consultation and negotiation between constituents and stakeholders.

2. Prepare reports, background papers, working papers and other documents, including for ILO sectoral meetings and those jointly organized with other international organizations; and ensure dissemination of publications in print and electronic formats and regularly review and update SECTOR's website information for the HCT sectors.

3. Act as focal point for the HCT sectors and maintain strong professional relationships with relevant ILO constituents and with international governmental and non-governmental organizations who are active or major stakeholders in the sector covered by the position. Communicate information and provide technical assistance to constituents and stakeholders as appropriate.

4. Coordinate the preparation and follow-up of international, regional or national sectoral meetings, workshops, or seminars in cooperation with other ILO units, constituents and stakeholders.

5. Contribute towards the design, implementation and reporting on delivery and impact of programmes and projects in the HCT sectors as defined by Decent Work objectives.

6. Undertake any other duties or responsibilities essential to the work plan of the Department as requested by the Unit Head or the Director of SECTOR.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Undertake research and prepare analytical reports on the promotion of decent work in the HCT sector.

2. Assess country experience in the HCT sector with a view to identifying best practices in finding solutions to problems identified.

3. Provide technical inputs (articles, reports) for regional, country or related sectoral
analyses, ILO reports and publications.

4. Provide technical backstopping, project implementation and monitoring.

5. Undertake missions for the purpose of providing technical recommendations on selected
topics following ILO established guidelines, manuals and standards.

6. Monitor and coordinate research carried out by external collaborators.

7. Act as focal point on the HCT sector.

8. Participate in training seminars and workshops as resource person.

9. Represent the department at international, regional and national fora.
Required Qualifications
Education
Advanced university degree in a relevant technical area such as law, economics, political or social science.
Experience
A minimum of five years' experience of which three years at the national level and two years at the international level (or a different combination of the two adding up to a minimum of five years' experience) in socio-economic issues, including policy matters in relation to decent work in the Hotels, Catering and Tourism sector.

Excellent command of one working language of the Organization (English, French, Spanish) with a good knowledge of a second official language.
Competencies 
In addition to the ILO core competencies, this position requires the ability to participate effectively in technical missions and multi-disciplinary teams; capacity to provide first-line technical advice in the area of specialisation; good analytical skills and the ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the Hotels, Catering and Tourism sectors; capability to guide and co-ordinate the work of external collaborators, general service staff or young professionals and interns; ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide credible implementation assistance to (senior) technical specialists in carrying out research, project formulation and implementation.

Behavioural Competencies:
Good communication skills, both written and verbal. Capacity to work on own initiative as well as cooperate as a team member. The ability to work in a multicultural environment and demonstrate gender-sensitive behaviour and attitudes.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between August and October 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
