Program Officer, REACH India

The position will be based in Lucknow, UP with frequent travel to and within the project intervention districts: Allahabad, Bareilly, and Gonda.

The position will be a part of the International Development Group’s (IDG’s) Global Health Division (GHD). GHD’s over 400 staff members work in over 25 countries. GHD implements broad-based programs in infectious diseases -specifically Neglected Tropical Diseases, HIV and AIDS, and Malaria; Integrated Family Health and Heath Systems Strengthening - including Health Governance, Health Finance, and Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Public-Private Partnerships.
The Program Officer will provide technical support to efforts to improve the quality of management of childhood pneumonia and diarrhoea. The Program Officer will work closely with the Chief of Party and other project and foundation staff and with the implementing partners to lead the measurement, learning, and evaluation (MLE) agenda.
Program Officer will play a key role in the conduct of creative, rapid and rigorous research to support the development and testing of innovations to improve the quality of treatment for children with pneumonia and diarrheal disease – at the community level and in front line health services. S/he will have strong skills in data collection using multiple methods (e.g. exploratory/diagnostic studies, desk review, participatory rapid appraisal, mystery clients, LQAS, or observation studies).
· Oversee and support the conduct of data collection for the health facility survey and other studies planned under the project;
· Ensure data quality (undertaking back checks, spot checks, accompaniments, field debriefings, supervise trainings, addressing day-to-day field issues, etc.);
· Plan and implement data quality reviews in collaboration with partners on a routine basis in the selected facilities;
· Identify and manage data collection agencies/or contractors to assist with data collection and analysis where needed, and coordinate all data collection activities across the project districts;
· Support communication of findings to implementing partners in a timely fashion and promote utilization;
· Meet regularly with district level authorities and health officials for smooth functioning of the project;
· Assist with project logistics and day-to-day operations as per the need;
· Perform other tasks as assigned by the Chief of Party.
Education and Experience:
· Master’s level degree in Social Work, Sociology, Public Health, Research Methodology, Epidemiology, Demography or related field;
· A minimum of 3 years of experience of overseeing and managing household and facility surveys in rural settings and ensuring data quality;
· Strong quantitative and qualitative research skills;
· Excellent interpersonal, training, and relationship building skills;
· Excellent skills in oral and written communications. Demonstrated skills at writing clearly and succinctly;
· Ability to produce thorough, high quality work within a tight timeframe;
· Flexibility and ability to handle multiple tasks and work collaboratively within a matrix-oriented environment;
· Ability to work independently with minimal supervision;
· Willingness to travel to peripheral health facilities and villages in the project intervention districts;
· Must be fluent (writing and speaking) in English and Hindi;
· Experience of working with international NGOs, NGOs, district administration, public health facilities will be an advantage;
· Knowledge of childhood diarrhea and pneumonia management preferred.
