90 working days from July to December 2015 
Key Responsibilities:
  • Carry out hydrological and data processing studies, as directed by the FMMP Programme Coordinator (FMMP-PC), and in close coordination with the International Technical Advisor (FMMP-ITA), as well as the Senior International Project Management Expert (SIPME) and the Senior International Hydraulic Modelling Expert (SIHME) of FMMP’s Council Studies;
  • Under the direction the FMMP-PC, and in close coordination with the FMMP-ITA, the SIPME and the SIHME, prepare short, crisp reports on the nature and results of the above hydrological and data processing studies, to define flood characteristics and changes in flood characteristics of interest (eg convert hourly flows into daily flows; derive the annual flood volume; define the annual peak daily flow and start date and end date of flooding; determine annual flow-duration results for peak flows, eg the 10%, 5% and 2% peak flows; etc.);
  • Acquaint his/herself and undergo training in the background and operation of the Statistical Package in the MRC Toolbox (HYDROSTAT), which will be used for most statistical analyses of hydro-meteorological data;
  • Acquaint His/Herself and undergo training in the data extraction/processing software (PREPDATA), which will be used to (i) extract hydro-meteorological output results from the SWAT, IQQM and ISIS models from MRC’s Knowledge Base, (ii) process these data, and (iii) enter the data into HYDROSTAT for subsequent analysis;
  • Undertake the necessary statistical analyses;
  • As directed by the FMMP-PC contribute to ongoing Council Study tasks;
  • Update FMMP-PC and others (FMMP-ITA, SIPME and SIHME), as appropriate, on any matters that arise in relation to ongoing assignments that may delay or modify the outputs of the Council Study.
Qualifications/Requirements:
  • Undergraduate or MSc. level university degree specializing in water resources management and ideally in flood hydrology and flood risk management;
  • Demonstrable experience in the field of flood hydrology;
  • Minimum of 3-years working experience with national or regional organizations in the field of flood hydrology and/or flood risk management;
  • Must have good written and spoken English skills;
  • Experience working with international organizations in the field of flood hydrology and/or flood risk management;
  • Must be willing to reside in the region;
  • If the consultant resided in Phnom Penh is an advantage;
  • Working experience in flood hydrology in one or more Mekong Countries is an advantage;
  • Previously worked for the Mekong River Commission Secretariat on flood management issues is an advantage.
