Information, Counselling, and Legal Assistance Project Development Manager

In light of the ongoing conflict in eastern Ukraine, causing displacement of civilians and increasing pressures on resources and host communities, NRC has established a long-term Country Programme in Ukraine in line with NRC’s mission statement and core competencies. The main immediate focus is for NRC to provide emergency response to the conflict-affected population including IDPs, returnees, host Communities and local communities. However, due to the continued displacement from two regions of Donetsk and Luhansk, NRC is looking for medium-term opportunities to address needs with a focus on areas where NRC’s strength and added value may be relevant. In this regard, NRC has started-up an ICLA programme and is examining the possibility of developing additional programmes.
The ICLA Project Development Manager reports to the Area Manager East

Job description

  • Overall management of ICLA Projects (activities, budget and project documentation) including line-management of ICLA Coordinators and senior
  • technical staff
  • Develop and manage funding proposal, project budgets and donor reports
  • Compliance and adherence to core competency tools and handbooks and other NRC policies. Implement technical direction and ensure high technical quality and synergies of projects
  • Contribute to the development of Country, Area strategy
  • Responsible for development of ICLA strategies and PoA
  • Contribute to identifying funding opportunities, and develop and revise funding proposal, budget and donor reports
  • Provide training and capacity building to all the NRC project staff in Ukraine on protection related issues
  • Ensure capacity building of project staff and transfer key skills
  • Explore opportunities for partnership with local organisations and other stakeholders
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Qualifications

  • Minimum 5 years of international working experience in the similar positions for the protection and/or legal aid projects in a humanitarian/recovery context.
  • Experience with start-up of Legal Assistance and Protection related programmes is an asset
  • High education, preferably with legal background or related fields of study
  • Documented results related to the position’s responsibilities
  • Extensive leadership skills
  • Solid experience from working in complex and volatile contexts
  • Knowledge of the context in Ukraine will be an asset
  • Fluency in English, both written and verbal and knowledge of Ukrainian or Russian language will be an advantage
  • Valid driving license

We offer

  • Commencement: August 2015
  • Contract period: 12 months
  • Salary/benefits: According to NRC’s International general directions
  • Duty station: Easter Ukraine with extensive travel to project locations in the field. Easter Ukraine is not a family duty station
