Introduction

Corporate Services Benelux (CSB) provides services such as finance, payroll, HR, IT, transport, security and other services to the British Diplomatic Missions in Belgium and Luxembourg and is now looking for an HR Officer based in Brussels.
The main purpose of the role will be the following: ensuring the provision of quality HR services to staff either direct or through our HR hub in Lisbon; work with the hub to ensure they have all of the information on local policies and procedures to enable them to answer all queries correctly; provide high quality HR support not provided by the HR hub to 140 locally recruited staff across the three British Diplomatic Missions in Brussels and one in Luxembourg, maintaining strong links with Post management; manage the performance management process for all locally employed staff in Brussels; lead on Health and Safety matters.

Main Duties/Responsibilities

  • HR advice: Identify changes to local labour law and inform hub. Update Staff Handbook, policies and procedures. Provide hub with HR information held locally. Assist hub with certain activities such as handling contract termination. Support Line Managers when dealing with poor performance or other sensitive issues best handled locally. Cascade HR communications to staff. Quality control hub responses to queries until they are fully self sufficient;
  • Performance Management (PM): Manage the end of year appraisal validation process; liaise with Post management on the Performance Related Pay scheme; encourage a strong PM culture across the three Missions;
  • Strategic HR Support: Strategic workforce planning; provide advice to customers on restructuring and organisational change including future EU Presidency planning; manage employee relations including acting as the main HR contact for the Local Staff Association. Ad hoc projects;
  • Management of local HR processes: Luncheon Voucher scheme, internship programme. Deal with work accident responses; liaise with external stakeholders such as healthcare providers, legal advisers, tax authorities;
  • Health and Safety Lead: Maintain awareness of FCO policy and Belgian legal compliance; lead H&S committee; maintain Post H&S log. Encourage Missions to build a safety culture;
  • Line management of one HR assistant.
Required Experience and Skills (applications will be judged against the following criteria):
Essential:
  • Fluent spoken and written English;
  • Fluent spoken and written French or Flemish;
  • Ability to build excellent working relationships with a wide variety of people including those in remote locations;
  • Ability to work autonomously and to prioritise ruthlessly;
  • Excellent attention to detail;

Desirable:
  • Some knowledge of Belgian employment law.

Terms and Conditions

This is a four year fixed term contract, for 5 working days (36.25 hours net) per week.
The successful candidate will be subject to a professional background check and security clearance.
The monthly salary for this position is €2,736.57 gross, B3 (L) level (The UK Missions in Belgium salaries are not subject to annual indexation).
Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.
Staff recruited locally by the British Embassy in Belgium are subject to Terms and Conditions of Service according to local Belgian employment law.
