General introduction

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. INTRODUCTION
The Specialist will be responsible for providing technical advisory services at the sectoral or programme level in the field of entrepreneurship and management; advising on the preparation and updating of ILO strategies, programmes, research and analysis; and offering technical advice on the design, implementation and evaluation of time-bound projects aiming to provide specific forms of support to ILO constituents in connection with Decent Work Country Programmes (DWCP).

Under the general supervision of the Director of the Decent Work Team for Central Africa and Country Office for Cameroon, Angola and Sao Tome and Principe, and in close coordination with the Directors of the other ILO Offices in the subregion, the Specialist will be called on to participate in or lead country missions and to provide technical support in the field of enterprise development. The Specialist will also work closely with the Enterprises Department (ENTERPRISE) as his/her technical supervising department at ILO headquarters. In addition, the Specialist may be required to provide similar services for other ILO field offices where his/her enterprise development expertise is needed. 
Description of Duties
Specific duties

1. Analyse enterprise development problems and needs at national, sectoral and organizational levels within the context of DWCPs.

2. Advise government, employers' and workers' organizations, and enterprise development institutions at the national and subregional levels, on developing long-term strategies for country plans and priorities, and for major technical thrust areas.

3. Assist in establishing overall priorities by country; identify needs for sector-specific analysis and participate in the development and review of DWCPs in the subregion.

4. Develop strategic action programmes and prepare new project ideas and documentation on technical cooperation projects, taking into consideration the needs and priorities of the tripartite constituents at the national and subregional levels.

5. Identify projects, provide advice, and conduct project evaluation and negotiation missions with governments, constituents and donor agencies.

6. Provide technical support services and monitor project implementation in all the countries in the subregion at all stages of a technical cooperation project cycle.

7. Undertake policy analysis and provide advice to governments, employers and workers to promote small and medium-sized enterprises (SMEs) and help reconcile the requirements of sufficient and pro-poor economic growth and social justice, in accordance with the relevant ILO standards.

8. Establish links and integrate the work of regional and subregional institutions and field offices in order to identify the leveraging effects of economies of scale, knowledge management and the promotion of entrepreneurship culture in the subregion.

9. Plan and carry out comparative research on enterprise development issues, and draft and publish research papers, reports and monographs.

10. Develop relations with national and international institutions dealing with enterprise development problems and provide them with contributions and advice, highlighting the ILO's position on specific issues under their consideration.

11. Undertake such other tasks and responsibilities as may be assigned by the Director of the Decent Work Team for Central Africa.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Design and promote a wide range of programmes on specialized subjects. This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognized technical specialization.

2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

3. Provide policy advice for ILO constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.

4. Formulate and submit project proposals and seek funding.

5. Evaluate the efficiency and effectiveness of project activities.

6. Undertake technical advisory missions independently or in collaboration with other specialists.

7. Conduct seminars, workshops, technical meetings and training courses.

8. Prepare draft recommendations and guidelines for discussion and adoption as ILO resolutions or Recommendations on related technical fields.

9. Write manuals and/or training guides on related topics.

10. Disseminate information on programmes through publications and press releases; represent the ILO at meetings with donors, and in international, regional and national fora; and conduct advocacy campaigns.

11. Monitor and coordinate research carried out by junior technical officers and external collaborators.

12. Provide technical inputs to Office documents (sectoral meetings, technical committees, regional meetings and conference reports).

13. Participate in tripartite reviews of technical cooperation activities and international meetings and conferences.
Required Qualifications
Education
Advanced university degree in business administration, social sciences, industrial management or a related field.
Experience
Eight years' experience at the national level or five years at the international level in industrialized and/or developing countries in the field of enterprise and management development, including the development, design and negotiation of technical cooperation projects.

Excellent knowledge of French and good working knowledge of English.
Competencies 
In addition to the ILO core competencies, this position requires:

Ability to synthesize research and reach empirical conclusions on policy-related subjects. Ability to provide seasoned advice on best practice and to address broader issues outside the field of specialization. Confirmed technical competencies in the formulation of new concepts and methodologies and the development of training materials, alternative courses of action and project proposals, and the ability to present them at high-level meetings. Ability to design and synthesize strategies for programme development in member States. Ability to produce documents and reports (e.g. reports for regional conferences and the International Labour Conference, technical publications, training manuals and draft resolutions).

Proven communication skills, both written and verbal. Ability to evaluate and monitor technical cooperation activities and Projects. Gender-sensitive behaviour and attitudes and the ability to work in a multicultural environment. 
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between August and October 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Yaounde, he/she may be assigned to any duty station designated by the Director-General of the ILO.
