POSITION SUMMARY:
The Senior Associate’s responsibilities include a mix of technical assistance and managerial project support, development of methods and tools, and new business development. The Senior Associate works on M&E projects and helps develop new business. Activities could include Washington or field based evaluations, performance monitoring assignments, program designs, assessments, results framework development, performance monitoring plan development, data collection and analysis (including baseline, midline, and endline assignments), survey work, research, report writing, and other technical assistance assignments. The successful candidate would be actively involved in supporting the development of proposals and other new business initiatives.
KEY RESPONSIBILITIES:
  • Lead the study designs and development of methods and tools for baseline surveys, midline and endline surveys.
  • Manage project including, work plan development, budget monitoring, and reporting, etc.
  • Supervise QED field staff and consultants.
  • Support new business development of M&E work and help develop technical components of proposals.
  • Provide short-term technical assistance and training in-country (including development of training needs assessments and curriculum development).
  • Develop frameworks, methodologies and tools for evaluation and knowledge management.
  • Participate in proposal development, including design of performance monitoring plans (PMP), quality control and data collection protocols, and other proposal documents.
  • Lead evaluation teams, oversee the survey data collection, conduct or support data analysis and draft final reports.
  • Participate in strategic planning for the M&E Practice.
  • Work closely with the M&E Practice Director to identify new growth opportunities.
  • Respond to ad hoc requests for technical input on other QED project; and other activities and tasks as needed.
REQUIRED SKILLS & QUALIFICATIONS:
  • Advanced degree (MPH, PhD, or related degree in public health or social sciences, e.g., evaluation, demography, epidemiology, etc.) including training in quantitative methods.
  • At least 8-10 years’ experience conducting project evaluations, implementing surveys, conducting monitoring and evaluation activities including impact evaluations (desirable)
  • Strong analytical skills, knowledge of modern research and analysis methodologies, and proficiency using one of the common statistical analysis software packages (Stata, SPSS, SAS) is required.
  • Experience conducting quantitative and qualitative research.
  • Experience building evaluation capacity of host-country counterparts desirable.
  • Proposal development experience for USAID is an advantage.
  • Publications in peer-reviewed journals and added asset.
  • Outstanding written and oral communications skills.
  • Well-organized, attentive to detail, and able to seamlessly handle multiple tasks simultaneously.
  • Work well independently and in teams.
  • Pro-active in anticipating work requirements and completing tasks in a fast paced environment.
