PURPOSE:Under the supervision of Chief of Operations, the ICT Specialist is responsible for the formulation and implementation of an office IT plan, utilizing available resources, to maintain/provide efficient computerized information systems and services and to improve work effectiveness and productivity, consistent with the goals, objectives and strategies of the office and the organization.
MAIN DUTIES AND RESPONSIBILITIES:
1-Provide support for the office connectivity: Maintain VSAT connectivity in all the offices covered by the operations.
 Maintain Wired and Wireless links with the individual agencies and backup connectivity.
 Monitor bandwidth usage, capacity and report on any discrepancies related to Quality of Service. Assist with the establishment of electronic communication linkages required for E-Mail, VISION, Internet/Intranet.
2-Provide support for staff security communications Installation and administration of VHF and HF systems (Mast System, Base Stations, Mobile Stations, Repeater Stations) at the offices covering the operations.
 Under supervision of Chief of Operations allocate INMARSAT, Thuraya and other Portable Satellite Communications Equipment.
 Support the maintenance and repair (where possible) of VHF/HF equipment on an as required basis for offices.
 Allocate CALLSIGN and SELCALL to the UNICEF staff and programme HF -VHF mobile and portable stations prior to distribution.
3-●Install and administer the office multi-user computer network. Upgrade Desktopsoftwareas required by IT standards. This involves establishing the multi-user network and procedures for user access and data security and supervising the administration of such
 Coordinate the introduction and technical operation of organizational computer applications, particularly VISION. This involves overall understanding of the functioning
of system and the interaction of data between sections within the office and with HQ divisions. This will require the upgrading of all equipment as necessary, the establishment of replication procedures, and the maintenance of all systems administration procedures required to run VISION. In addition, assist to install new versions of the systems and troubleshoot ad-hoc user problems in their functioning.
4-Plan the acquisition of specific computer hardware and software, coordinate its deployment and introduction into the office, and manage its maintenance. This requires interpretation of IT guidelines to suit local requirements and recommend equipment and software packages and guide their introduction and maintenance.
5-Maintain inventory and records of Office’s IT/Telecom equipment.
6-Inventory of all the radio equipment Base, Mobile and Portable.
7-Inventory of computers, Laptops, connectivity equipment ODU, IDU and network equipment.
8-Inventory of WLAN, Bridges and PABX.
9-License of all above equipment is valid and inform office operations in case of renewal.
10-Coordinate an IT plan and budget for computerization, telecommunications and records management, based on a review of IT-related status and needs of management in the office. This should be consistent with global IT strategies and guidelines.
11-Any other task assigned by supervisor.QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:
a) EDUCATION Advanced university degree in information management with specialized training in computer science, information systems or telecommunications, as below:
Theoretical foundations of computer science with practical applications of software, database, network, telecommunications and systems development.
Specifically, specialized training in information systems technology, information systems concepts and processes, and organizational functions and information management. Postgraduate training in: information systems principles, database management, structured systems analysis & design; information systems planning; operating systems; principles of telecommunications; and LAN applications & environment.
b) WORK EXPERIENCE Five years practical work experience at professional levels in support of office computerization, including the installation of, and administration of, LAN and telecommunications facilities.
c) LANGUAGES Fluency in English and Arabic is required. Good working knowledge of any other UN language is an asset.
d) OTHER SKILLS AND ATTRIBUTES
 In-depth knowledge of telecommunication and network systems used in UNICEF and UN system.
 Good communication skills (written and oral) Computer literacy in HF, VHF and INMARSAT programming, PABX Software, Windows XP, Outlook, Word, Excel and Power Point.
 Ability to work harmoniously in a multicultural organization.
 Ability to work in a team.
