VACANCY ANNOUNCEMENT: HEAD OF KNOWLEDGE MANAGEMENT DIVISION
The African Union, established as a unique Pan African continental body, is charged with spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
The directorate of Strategic Policy Planning, Monitoring, Evaluation and Resource Mobilization general mandate, under the direct authority of the Chairperson of the AU Commission, is to promote and follow the modernisation of the management tools of the Commission, to support the improvement of the AU's capacity to define priorities and to plan, execute, and monitor the policies and programmes adopted by the different departments of the Commission.
The SPPMERM is composed of four Divisions each under the responsibility of one Head of Division. Together with the Director of the SPPMERM these four Heads of Division constitute the management team of the Directorate.
Job Purpose
The principal objective of this post is to promote knowledge management resources to support legal and business research. This will be through managing of knowledge and information appropriately by sharing it within the Commission, source, research, identify new sources of information as well as, exchanging it with other centres of knowledge, research institutions, think tanks, and other knowledge generating institutions in Africa and elsewhere. The incumbent will be in charge of the AU knowledge management website and promote its use by all staff of the Union, the Regional Economic Communities and other institutions of the Union.
The incumbent will be in charge of modern/computerized management and organization of the Library and Archives, facilitating access to them, encouraging staff of the Commission to refer to them and use this knowledge rationally with a view to improving the overall performance of the Commission. Some of deliverables will include project management tools, shared document storage, meeting and videoconferencing platforms, and multiple knowledgebase that make information accessible.

Main duties and responsibilities
  • Responsibilities include requirements analysis, technology selection, system design and development, testing, quality assurance, deployment and training for all collaborative technologies.
  • Assesses, collects, organizes preserves, maintains control over, and provides access to records and archives determined to have long-term value.
  • Manages internal and external resources responsible for acquiring and disseminating electronic and print content for legal and business research purposes.
  • Research, identify, and select sources of information, manage and update subscription to external sources of information and knowledge relevant to the African Union mandate.
  • Inform on a regular basis the Union staff on new sources of knowledge acquired by the AUC and assist the different departments and offices of the Commission meet their specific knowledge and information needs.
  • Undertake, on regular intervals, an assessment and stock take the knowledge sources acquired by the Commission in all areas of the organisation's life and share them with the broader organization, including the lessons learned.
  • Select records valuable enough to justify the costs of storage and preservation, plus the labour intensive expenses of arrangement, description, and reference service.
  • Proposes and updates strategies, and establishes work procedures, standards and policy guidelines for improvement of the library and archives services and the dissemination of the available information.
  • Strengthens the coordination of information networks and promote information, archives and library services.
  • Manage the development of the library's collections and databases to meet the information requirements of the AUC and its information clientele.
  • Assess and evaluate databases, products and services as well as provide on a regular basis information on regular.
  • Coordinate the activities of the Knowledge Management Division with other Divisions within the AUC and with the activities of Organizations and Institutions belonging to the AUC Information Network, in particular with the AU Organs and the RECs.
  • Devises and implements the work programme of the Division so as to ensure it provides the knowledge management capacity required to make the AU Commission and the broader AU into modern learning organisations;
  • Organize workshops, seminars to popularize the AU knowledge website and to train staff on issues of knowledge management and the access and use of the available resources.
  • Propose and update strategies, and establish work procedures, standards and policy
  • Guidelines for improvement of the library services and the dissemination of the available information
  • Plan, develop and organise activities, prepare proposals for the work programme and Budget of the Division
  • Coordinate the activities of the Knowledge Management Division with other Divisions
  • Within the AUC and with the activities of Organizations and Institutions belonging to the Information Network, in particular with the AU Organs and the RECs
  • Produce and submit periodic reports on activities and specific missions 3
  • Represent the Commission of the African Union in seminars, workshops, experts meetings and training sessions.
  • Perform any other duty as may be assigned
Education Qualifications and Experience
  • Candidates must have a University Masters Degree information management, library science or information technology management.
  • A Higher qualification will be an added advantage.
  • Candidates must have had at least ten (10) years of progressively responsible professional experience in knowledge management, with emphasis on Information and Communication Technology of which three (3) years at management level in a large continental, Regional or the International Organization or a knowledge generating institution.
LANGUAGE REQUIREMENT
  • Proficiency in one of the African Union working languages.
  • Proficiency of one or several other working language(s) would be an added advantage.
TENURE OF APPOINTMENT
The appointment will be made on fixed term contract for a period of three (3) years, of which the first twelve months be consider as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

REMUNERATION
Indicative basic salary of US$ 47,829.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$ 14,414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
