Job Profile
Oxfam Novib works with other Oxfams and with local partner organisations to be better prepared for emergency situations and to provide an appropriate response to those situations where needed. Overall Oxfam Novib does not implement projects but identifies supports and enhances capacity of local organisations to respond and be prepared for future crises. To support Oxfam country staff and partners to enable its humanitarian work, Oxfam Novib established a Rapid Deployment Team (RDT), whose (10) members are being deployed to support the country teams and partners to delivery quality, timely, appropriate response with a focus on EFSVL (Emergency Food Security and Vulnerable Livelihoods) and WASH (Water, Sanitation and Hygiene). You will be one of the RDT members. When deployed, you will support the design and implementation of Humanitarian MEAL approaches and frameworks in close collaboration with the country staff of Oxfam Novib and humanitarian partner organisations. You will also support development of frameworks in fundraising efforts and provide direct capacity development to staff and partner organisations. The RDT member on Humanitarian MEAL reports to the Manager of the Humanitarian Bureau at Oxfam Novib's head office in The Hague, and during deployment in the country office to the country based line manager.
You will work abroad most of the year - deployments with a duration from a few weeks up to 6 months - and have to be willing to travel and/or move on short (48 hours) notice as required. This is an unaccompanied position.
Key responsibilities
  • Provide support to the Oxfam team and partners around the Project Cycle to help deliver effective Humanitarian Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) strategies and systems that are compliant with Oxfam requirements, this includes: situation analysis and in (integrated) response strategy development; programme design, baselines, implementation plans;
  • Provide practical support to Oxfam staff in country offices and partner organizations with design and implementation of PMEAL strategies and systems of Oxfam humanitarian responses that are compliant with Oxfam's and donor requirements;
  • Assist country offices to assess and improve partner systems and procedures, with specific attention for PMEAL systems. This can include design and implementation of capacity building activities on PMEAL for country staff or partners organisations as requested;
  • Support programme and project management to ensure that critical cross cutting issues (gender, accountability to beneficiaries, conflict sensitivity, programme learning) are actively considered and addressed;
  • Contribute to Oxfam humanitarian PMEAL policy development and contribute to its piloting and/or implementation, including further development of coherent monitoring mechanisms and approaches in insecure areas;
  • Participate in joint Oxfam evaluations (Real Time Evaluations) and other evaluations when requested.

We ask
  • Postgraduate degree in a relevant field (undergraduate degree plus relevant overseas experience may substitute, but qualification will not substitute for experience);
  • At least 5 years experience in design and implementing (Humanitarian) PMEAL policy and practice in more than one country (preferably countries where Oxfam Novib works), with a mature understanding of context, dilemmas, challenges and ways of working;
  • Knowledge and practical experience with (Humanitarian) PMEAL subjects, methodologies and guidelines and a deep understanding how this can promote quality programming;
  • Experience or affinity with strengthening of local capacity and organsiations in Asia and/or Africa;
  • An understanding of gender and diversity, and proven commitment to incorporating these concepts in your work;
  • Representational skills and the proven ability to influence others, and negotiate with others, within Oxfam and the wider humanitarian sector, including institutional donors;
  • Experience with PMEAL frameworks & requirements of donors and donor compliance;
  • Experience in external fundraising and knowledge of the main institutional donors and their MEAL strategies and requirements;
  • Ability to effectively support and empower Oxfam Novib field staff and partners in a wide variety of cultural contexts using methods such as mentoring, coaching, training and advice;
  • Excellent communication and interpersonal and team working skills, both written and spoken;
  • Fluency in English; fluency in French highly desirable. Other language skills an asset.
Location
Most of the year, you will be deployed in countries where Oxfam Novib is involved in humanitarian programming or preparations. Your residency (in between deployments) can be anywhere where an international airport is nearby and where working permits can be obtained. Residents of countries/cities where Oxfam Novib has a humanitarian program will be given preference (at the moment: The Hague, Nairobi, Phnom Pen, Abuja, Kampala, Maputo, Niamey, Hanoi, and Jerusalem).
Salary
The position is graded in scale 9 (between EU 2.933,- and EU 4.512,- gross monthly based on 40 hours workweek). We offer additional benefits to compensate for the costs while travelling to the Country Offices.
