Monitoring and evaluation coordinator - Iraq

We are looking for an experienced Monitoring and Evaluation Coordinator to strengthen DRC Iraq monitoring and evaluation system in close cooperation with our new Head of Quality and Compliance.
Danish Refugee Council is urgently seeking key staff for our current operation and emergency scale-up in the Kurdish (KRI) and Central Regions of Iraq - two of the most challenging humanitarian settings worldwide.
Who are we?
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Egypt, Jordan, Lebanon, Jordan, Syria, Turkey and Iraq.
Being operational in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in South Central. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including CCCM, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH and Shelter.
The Iraq programme presently employs 160 national staff and 17 international staff, but is expanding in responds to the current emergency through funding from ECHO, DFID, USAID, UN, DANIDA, Sida etc.
Roles and Responsibilities
  • Develop/update and implement monitoring and evaluation plan for all DRC Iraq projects in collaboration with program and project managers
  • Assist the project managers and field staff in implementing and following up the monitoring and evaluation plan.
  • Do ongoing progress and output monitoring and impact assessment on project
  • Coordinate with field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data.
  • Link with data and grants management tools developed to collect information and profiling. Support team to use these tools on all projects activities levels. (Excel, SPSS, online tools)
  • Assist field team in using monthly reports and planning templates.
  • Organize, participate and collect field data and process / analyse this data.
  • Take part and carry out assessments, evaluation and any other form of survey or review of projects.
  • Undertake field trips and do physical observation on on-going projects.
  • Assist in the development of reporting templates
  • Develop an M&E work plan and ensure its implementation.
  • Guide the regular sharing of the outputs and the M&E findings with projects staff and implementing partners when need be.
  • Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs.
  • Review the questionnaires developed for the assessments by the field team.
  • Perform other duties as directed by the Head of Programmes.
    The Monitoring and evaluation coordinator reports to the Head of Quality and compliance.
Qualifications and profile
To match this profile you must have a bachelor’s degree in relevant field (development, finance, social research preferable with a focus on monitoring and evaluation as well as compliance issues) together with a minimum of 3 years of work experience within the field of monitoring and evaluation. In addition you have/are :
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies;
  • Experience in participatory assessment and community-based monitoring approaches;
  • Clear understanding of HAP;
  • Experience with capacity building of national staff, and in convening and facilitating trainings and workshops
  • Excellent analytical and report writing skills (English)
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders;
  • Experience living and working in a cross-cultural, multi-sector, insecure, remote area environment, under team condition
  • Full proficiency in English; proficiency in Arabic an asset.

Conditions
Availability: Immediately
Duty station: Erbil, Iraq (with frequent travels within Iraq)

Safety Environment
While the safety situation in broader Iraq remains volatile, safety in the KRI remains relatively secure. While there has been no direct threats to International NGOs or their expatriate staff care must be taken when traveling. The stability in the KRI allows for substantial freedom of movement. Nevertheless restrictions may be emplaced based on events that may develop rapidly.
