Joint IDP Profiling Service (JIPS) Coordinator

We are looking for a highly qualified and experienced candidate to serve as Coordinator for the Joint IDP Profiling Service (JIPS). The Coordinator is the most senior position in JIPS and leads the inter-agency service.
Background
JIPS - the Joint IDP Profiling Service - is an inter-agency service set up in 2009 and based in Geneva. JIPS is supervised by an Executive Committee composed of the Danish Refugee Council (DRC), the Internal Displacement Monitoring Centre - Norwegian Refugee Council (NRC-IDMC), the Office of the Special Rapporteur on the Human Rights of IDPs, the United Nations High Commissioner for Refugees (UNHCR) and the International Rescue Committee (IRC).
JIPS does the following:
  • Provides on-site and remote support to requesting country operations on all aspects of profiling displacement situations.
  • Offers field training to support profiling, as well as global level capacity building in the management of profiling processes and technical skills development.
  • Collects, develops and makes publicly available profiling data, tools and guidance for field agencies.
  • Advocates for profiling displacement situations in national and international fora.

Overall responsibilities for the JIPS Coordinator:
  • To ensure high quality technical support for profiling to humanitarian agencies and governments through the Joint IDP Profiling Service (JIPS).
  • To manage and develop JIPS as a sustainable inter-agency service, in line with the JIPS mission and strategic objectives for 2015-16.
  • To advocate at global and high political levels for profiling of displacement situations.
Coordinator Responsibilities
Development and Management Functions (supported by Deputy Coordinator):
  • Responsible for overseeing all aspects JIPS operation as an inter-agency service, including the strategic and day-to-day management of the staff and the provision of relevant and useful services and products to its clients.
  • Responsible for overseeing and supervising all project streams to ensure JIPS meets its target outputs. This includes training, thematic workshops/conferences and the development of a pool/list of relevant profiling experts, overseeing all field support missions and operational learning related to the project.
  • Responsible for the finalization and timely provision of high-quality information products and services as requested by Humanitarian Country Teams, HCs/RCs, UN, Protection clusters, NGOs and host governments. Ensure shared information and data among humanitarian and development partners in JIPS supported operations.
In collaboration with the JIPS Executive Committee:
  • Responsible for updating the overall JIPS strategy in the short, medium and long-term and ensuring its effective implementation.
  • Responsible for outreach and programme development to ensure JIPS remains relevant to the humanitarian sector. Seek interest and buy-in from new/additional partners by representing JIPS and participating in relevant forums. Examine possible complementarities between JIPS and other initiatives in the domain.
  • Ensure that international standards, good humanitarian practice and principles of partnership are integrated into all outputs of the Service and that those affected by displacement and crises remain at the centre of JIPS approaches.
With support from the JIPS Grants and Budget Management Officer:
  • Ensure sound budget management and compliance with the administrative, budgetary and narrative and financial reporting responsibilities of JIPS.
  • Establish and/or update policies and procedures where needed to guide JIPS activities.
Resource Mobilization, Liaison and Representation Functions:
Responsible for, with the support of the Executive Committee:
  • Fund raising and mobilizing resources to ensure the continuity of JIPS by engaging with donors and by working with ExCom members and other grant holders when they engage in fund raising activities.
  • Responsible for drafting and following up on project proposals.
  • Responsible for developing, drafting and implementation of a multi-year JIPS Strategy and a JIPS advocacy strategy, to be endorsed by the ExCom.
Human Resource Management Functions:
  • Responsible for the management and supervision of JIPS staff in the performance of their duties, including temporary staff.
  • In collaboration with the Executive Committee, responsible for recruitment of new staff as needed (within the budget of JIPS)
Field Support Functions:
Work with the Deputy Coordinator and Field Support Manager, to oversee and ensure:
  • Provision of guidance to requesting humanitarian actors (UN and NGOs), Clusters and Cluster members, Country Offices or Governments on all aspects of profiling, whether on desk support or mission deployment basis.
  • Appropriate distribution of tasks within the JIPS team.
  • Systematization of JIPS field support through policy papers and mechanisms of response.
  • Field support missions, including travel to the field as required.
Product Development Functions:
Work with the Deputy Coordinator, Training & Capacity Building Manager, Information Management Manager, and the Communications Officer to oversee and ensure:
  • Development and maintenance of the JIPS profiling toolkit and guidance notes, and make these accessible e.g. sharing in relevant fora, JIPS website etc. (managed by the Information Management Manager);
  • Proactive engagement with other organizations using different methods of data collection such as needs assessments and protection monitoring.
  • Further refinement of the Profiling Coordination Training and in country profiling capacity building (managed by the Training & Capacity Building Manager)
  • Development of advocacy materials (supported by the Communications Officer)
REQUIREMENTS:
  • Minimum ten years experience of program and/or policy experience in the humanitarian field (including work in contexts with internal displacement)
  • Knowledge of (and interest in) data and information management
  • Minimum five years experience in managerial role
  • Strong knowledge of inter-agency humanitarian system
  • Experience in seeking funding from humanitarian donors
  • Proven track-record of successful inter-agency collaboration and high-level external representation
The JIPS Coordinator reports to and works under the guidance of the JIPS Executive Committee (ExCom) with regard to major activities and strategic decisions concerning JIPS' work. The Coordinator's annual performance evaluation and review is done by the ExCom. On a day-to-day basis and for all administrative purposes, the Coordinator refers to the UNHCR and DRC ExCom Representatives. Other Excom members are available for advice to the Coordinator where relevant.
The position is hosted by DRC. Salary and conditions in accordance with DRC's terms of employment.
