Head of Programme Quality and Compliance – Iraq

Danish Refugee Council is advertising for an experienced Head of Programme Quality and Compliance (HoPQ) able to ensure that quality of services delivered by DRC in Iraq meets the required standards and procedures.
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Egypt, Jordan, Lebanon, Jordan, Syria, Turkey and Iraq.
Being operational in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in South Central. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH and Shelter.
The Iraq programme presently employs 160 national staff and 17 international staff, but is expanding in responds to the current emergency through funding from ECHO, DFID, USAID, UN, DANIDA, Sida etc.
Roles and responsibilities
The HoPQ will ensure that the quality of services delivered by DRC in Iraq is up to the donor requirements and in line with DRC standards and operational procedures. The HoPQ will be a key member of the Senior Management Team. More specifically, the HoPQ will:
  • Ensure that IM requirements in the country programmes will be adequately addressed, including data collection, storage, analysis, dissemination tools and procedures
  • Ensure that the monitoring and evaluation system for all DRC Iraq projects is developed and implemented in collaboration with the Head of Programme and Head of Offices.
  • Ensure that DRC grant management system is updated and actively used in the Iraq program.
  • Ensure periodic dissemination of reports as per stakeholders’ requirements (external and internal)
  • Ensure that DRC Iraq level of compliance with DRC operational procedures outlined in the DRC Operations Handbook (specifically HR, admin, finance, logistic and procurement) are audited and reported systematically and timely,
  • Ensure that DRC Iraq is compliant with the Humanitarian Accountability Partnership (HAP) standards,
  • Ascertain that there is an adequate internal control system to ensure the integrity and reliability of financial information provide DRC’s donors’ Confirmation that DRC is in compliance with laws, regulations and DRC regulations
  • Together with the Program Quality Team, develop training materials and conduct continued training of staff.
  • Develop tools allowing proper assessment of local partners’ capacity, selection, contracting and then capacity building of those partners throughout the DRC Iraq program
    The HRAC reports to the Country Director.
Qualifications and profile
To match this profile you must have at least a bachelor degree in a relevant field (e.g. development, finance, social research) or a Master’s degree in a relevant field, and post graduate qualifications in Management or similar role in programme management. In addition you have:
  • At least 5 years of international experience in an INGO Senior Management position
  • At least 2 years experience in project design, monitoring and evaluation, including consultation, planning, developing proposals and technical assistance in program quality
  • Experience in statistical, data management, analysis and report writing,
  • Experience in managing audit systems, accountability and compliance issues,
  • Substantial experience in managing technical experts,
  • Preferably previous DRC experience at senior level in the Middle East
  • Excellency in the following skills are a requirement:
  • Fluency in English; proficiency in Arabic an asset.

Conditions
Availability: Immediately
Duty station: Erbil, Iraq (with frequent travels within Iraq)

Safety Environment
While the safety situation in broader Iraq remains volatile, safety in the KRI remains relatively secure. While there has been no direct threats to International NGOs or their expatriate staff care must be taken when traveling. The stability in the KRI allows for substantial freedom of movement. Nevertheless restrictions may be emplaced based on events that may develop rapidly.
