Country Representative North Iraq

Dorcas is a Christian relief and development organisation active in Eastern Europe and Africa. Dorcas works with local partner organisations. Dorcas is committed to fulfil the command Jesus Christ gave His followers to take care of the poor and oppressed (Matthew 25: 31-46), irrespective of race, religion, gender or political conviction, by encouraging self-reliance through development, providing social care and assisting in emergency situations. Since June 2014, Dorcas has been active in North Iraq to support IDPs displaced by IS. With the intention of expanding the relief programme in co-implementation with local partners, Dorcas is looking for an experienced expat from the Netherlands to become:
country representative north Iraq
Employment: 1.0 FTE
Duration: 12 months (with possible renewal)
to be stationed in Erbil, Iraq.
The country representative will be responsible for:
  • Representing Dorcas in Iraq.
  • Setting up and expanding a relief programme according to Dorcas policies, UN working group standards and donor requirements.
  • Logistic, financial, HRM and administrative management of the project implemented by Dorcas and local partners..
  • Maintaining strong relations with the Dutch embassy and establishing relations with international donors, INGOs, local government bodies, UN coordination structures and other relevant stakeholders.
  • Providing technical advice and support to field staff and partner organisations.
  • Training and support of partners in implementation standards, guidelines and reporting.
  • Timely submission of progress reports to Dorcas head office.
  • Institutional fundraising for further expansion of the Iraq Disaster Management programme.
Job requirements:
  • BSc or MA degree in International Humanitarian Action, Disaster Management or other relevant field related to Disaster Management.
  • Minimum of five years working experience in international humanitarian action.
  • Expertise in disaster management and experience in institutional fundraising.
  • Knowledge of and experience in coordination within the UN cluster system.
  • Leadership skills, proactive attitude, flexible personality, strong interpersonal and communication skills.
  • Adherence to the mission and vision of Dorcas.
  • Active membership of a church.
  • Experience in writing proposals and reporting.
  • Fluent command of English and preferably Arabic.
  • Ability to travel and work in a cross-cultural environment.
