Job Purpose
 
Oversee to produce a flexible, achievable, cost effective resource plan for ‘directs’ and ‘support’ to satisfy establishment and capability requirements, driven by the maintenance load plans.
 
The resource plan should support our regulatory requirements and enable the achievement of our operational performance targets.

Principal Accountabilities

  • Establish and agree required numbers of people, by skill, certification cover, trade, grade, shift and location to satisfy the Load/ Capacity plans (direct and indirect)
  • Produce and maintain a resource plan based on the forecast requirements for each area based on Load, demographics, natural wastage, succession
  • Oversee maintenance of the Establishment document
  • Interface with training to ensure they have in place sufficient classes to support the training requirements identified by the business
  • Develop a recruitment plan, which includes the recruiting, training and ‘on boarding’ so recruits are deployed with optimised effectiveness and capability
  • The Resource Management manager in conjunction with the Resource Management Executive is responsible for ensuring the establishment document is up to date and reflects the budget, any agreed change to budget, and version controlled
  • The Resource Management manager is in day to day contact with business areas ensuring that any resource shortfalls are resolved to ensure no impact on the operation. The baseline is the ‘on dock target’ derived from the establishment
  • Maintain resource dashboards monitoring vital metrics that show shortfalls in establishment, usage of leave & training, sickness & overtime levels and SAP errors
  • Oversee all engineering recruitment requirements, liaising with Resourcing, business units and training to ensure an efficient and effective pipeline exists for all roles
  • Develops and maintains a robust resourcing plan for all roles in Engineering
  • Responsible for developing and maintaining robust processes for; recruitment, on boarding, transfers, contract hire, WTL reporting, etc
  • Interactive systems are used for transferring data used in compiling, analysing and publishing the plans
  • Produce the Resource dashboard ensuring it is relevant and credible to manage business behaviour
  • Establish requirements and actions for the movement of staff using agreed ‘flexing’ criteria, ‘back to front’ to ensure operational sensitive areas are robustly resourced
  • Liaise with the business units to make use of any surplus capacity
  • Facilitate regular reviews of resource versus load to support any shortfall resolution. Providing names of individuals who would be potential candidates for short term transfers
  • Liaise with procurement and resource supply agencies to have agreements in place to support ‘flexible’ resource solutions

Skills
  • Highly developed Interpersonal skills which suit a dynamic environment
  • Strong negotiating and influencing skills and the ability to apply at all levels of the business
  • Ability to work / make decisions using own initiative, with good planning and organisational skills
  • Works well under pressure and is an effective team player
Qualifications
  • Educated to GCE ‘O’ Level including Maths and English or equivalent
  • Technical or Business qualification at ‘A’ Level, ONC, BTEC or equivalent and/or equivalent experience
Experience
  • Ability to chair meetings often using Webex and telephone conference techniques
  • Excellent presentation skills to regularly update key resource stakeholders
  • Strong problems solving ability when working with multiple stakeholders
Expertise
  • A wide knowledge of the BA Engineering department and functions
  • A wide knowledge of effective resource management planning
  • Excellent PC skills; specifically Excel, PowerPoint, SAP, ICW
  • Adept at data mining from a variety of data sources, using this data it illustrates trends, performance and inform on statuses
  • Good understanding of business drivers, which would have significant leverage on resources
  • Good knowledge of budgeting process and techniques
  • Knowledge of procurement process for contract resource and the contractor market
