Jobs Positions 4 Justice and Community Security Programme in Syria

Aktis Strategy is currently leading on implementation of the community engagement component of the Integrated Community Security Programme (ICSP) in Syria, jointly funded by the US Government, UK Government and Danish Government. The follow on programme to ICSP is called Access to Justice and Community Security (AJACS). The initial contract will be for an initial 6 month period but is intended to be renewed on a rolling contractual basis for 3 years.
The programme will be a Security and Justice programme that is tailored to the needs of each specific community in opposition-controlled Syria. The over-arching objective will be to reduce violent conflict in a way that is responsive to the local needs in each community.
In addition to areas covered by the current ICSP programme (Aleppo, Idlib and parts of Latakia governorates), donors are open to proposals on new areas (rural Homs, Hama and Deira and in Kurdish areas). In addition to Turkey, potential project support could be provided through Jordan or Northern (Kurdish) Iraq.
THE ROLES
AJACS will span across various activity areas requiring a range of expertise across the security and justice sectors. It is essential that experts have bilingual proficiency in Arabic-English and experience in Syria and/or in the Middle East relevant to the Syrian conflict.
Positions will include a mixture of full-time, part time and short term technical assistance positions over an initial contract period of six months (likely starting October 2014), with the strong likelihood of rolling 6 month or 12 month extensions up to 3 years. Positions include:
  1. Policing experts, trainers and advisers
  2. Formal, informal and community justice experts and advisers
  3. Specialists with strong stakeholder engagement and management skills, with deep knowledge of the Syrian socio-political context
  4. Experts in non-lethal S&J equipment procurement, logistics, operations management, grants management, and material assistance
  5. Strategic communications and media engagement experts
  6. Civil society development, local governance and community engagement specialists with capabilities in capacity building and training of community-level organisations and local governance actors
  7. Additional areas of expertise: Gender mainstreaming and equitable participation; child protection; financial management; project management; human resources; socio-political research and analysis of Syria and the MENA region; migration and refugees, settlement, and repatriation expertise; conflict sensitivity and community resilience; and monitoring and evaluation expertise in Syria or of Syrian programmes
