The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographical focus of ADPC’s activities is Asia with the South, South East and East Asia being the primary sub-regions.
ADPC has more than 26 years of working experience in Asia along with the national and local Government of its charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. ADPC addresses the region’s preparedness needs in development of capacities and promotion of learning; dissemination of information and knowledge management; provision of technical and advisory services; implementation of pioneering regional programs; preparations and follow up of global and regional mechanisms; establishment of new regional mechanisms; support for inter-agency coherence and coordination and catalytic facilitation and partnership to sub-regional mechanisms. ADPC works to build preparedness at all levels, from regional, to national, to sub-national and even to individual communities. The Department Head-DRAM reports to the Director in charge of the department and is a member of the Executive Committee of ADPC. He/She will be responsible for an overall management of the department, including program/project management, department strategy development, technical resource inputs, and management of staff in the respective department.

The Objectives of This Position are to:
· Lead the DRAM department.
· Ensure quality control of program proposals and project outcomes.
· Provide necessary mechanisms to support the staff in the exercise of their duties.
· Support the ADPC Executive Committee in leading and managing ADPC.
· Maintain the reputation of ADPC.
· Ensure all required governance policies are adhered to.
Required Qualifications and Specification
· Masters degree or a higher level in civil engineering, hydrology, seismology, geography, or geographic information system;
· Minimum 12 years of relevant professional experience, with at least 5 years direct practical experience on hazard, vulnerability, and risk assessment and with a good understanding of issues related to disaster risk management;
· Strong analytical skills;
· Fluency in both spoken and written English;
· Strong leadership skills;
· Willingness to frequently travel for project activities and corporate functions;
· Demonstrated capacity to develop and guide small teams
Responsibilities:
Program
· Provide strategic management of the department in line with ADPC strategic goals and core values.
· Provide technical resource inputs to the projects/programs under the department.
· Review and monitor existing programs/projects to ensure that activities are in accordance with work plan requirements and donor expectations.
· Manage program/project financial resources.
· Identify, develop, and review project proposal and work programs.
· Identify and design new program areas for the department.
· Develop departmental annual work plans and progress reports.
· Provide necessary technical assistance to the Executive Committee in ADPC strategy development and implementation.
· Ensure all materials produced by the department are of professional quality.
Corporate
· Provide technical resource inputs under key specialized technical areas to all other departments.
· Participate as a member of ADPC Executive Committee in corporate functions such as the RCC meeting, Board of Trustees meeting, development partner meetings, and so on.
· Contribute to ADPC resource generation efforts, strategy and institutional development.
· Initiate various documents to support the implementation of activities of the department such as contract agreements, statement of work for consultants, MOU, and agreements, in accordance with the approved procedures and policies of ADPC.
· Collaborate with Senior Government officials, NGO, NFP IGO, donors and other stakeholders at the International, National, Sub-national, and Community levels.
· Participate as a member of the ADPC Executive Committee in various external and internal functions to promote ADPC’s works related to the thematic areas of the department.
· Foster a one ADPC concept across the organization through
o Program delivery,
o Resource allocation,
o Shared accountability, and
o Intra-departmental collaboration.
· Conduct and participate in staff appointments and selection processes.
Leadership
· Represent the best interests of ADPC at International, National, Sub-national, and Local forums / committee meetings.
· Develop staff and self.
· Present and share the findings of project activities.
· Ensure compliance with organizational policy and procedures.
· Ensure achievement of project outcomes on time on budget.
· Actively contribute to the ADPC body of knowledge.
· Conduct annual staff performance reviews.
· Identify and mentor key staff for professional development.
· Carry out other tasks assigned by the Director in charge of DRAM department.
Reporting Relationship:
· Reports directly to the Director in charge of DRAM department.
· Works closely and in collaboration with other Department Heads and the Executive Committee.
· Supervises department staff.
