Summary of Position
IREX seeks a Budget Analyst for its Education Programs Division. The Budget Analyst works closely with the Senior Budget Analyst and project staff to ensure overall financial compliance and assists in management of financial matters for the Education Programs Division with an annual portfolio of approximately $30 million and 40 funding mechanisms.
Summary of Responsibilities:
  • Work closely with the Senior Budget Analyst on division-wide fiscal year budget process and five-year new business forecast;
• Assist in preparation of monthly, quarterly, annual and final financial reports and budget modifications;
• Assist in executing expense reclassifications;
• Work closely with the Finance Division including coordinating gathering of information and working to solve project finance challenges;
• Assist in reviewing cost proposals for new business opportunities;
• Assist in training project staff on project finance best practices;
• Provide support on financial matters to project teams as needed;
• Liaise with a tax consulting firm on nonresident alien tax compliance as needed; and
• Other duties as assigned.
Skills and Qualifications:
The ideal candidate would possess the qualifications listed below with a minimum of two years progressive experience in the field of international development and project finance.
· Demonstrated interest in international development;
· Experience working with international not-for-profit or for-profit organizations;
· Experience working on international development projects in project management, project finance and/or new business; and
• Working knowledge of U.S. Government (USAID, DOS) regulations applicable to international development projects;
• Forecasting and monitoring project expenditures and preparing cost proposals desirable;
  • Ability to work collaboratively with multiple teams and individuals;
  • Ability to multi-task and prioritize;
  • Expertise in MS Excel, proficiency in other MS Office tools required; experience with Deltek accounting system desirable; and
  • BA/BS degree required.
