Regional Grants Acquisition and Management Lead – Syria Response

The Regional Grants Acquisition and Management Lead is to ensure effective grants management processes, successful liaison with internal and external donors when necessary, and technical support to the different staff members involved in Grants Acquisition and Management in the 3 countries, Lebanon, Jordan and Turkey/Syria. This role is responsible to increase opportunities to generate grant income for the response by working with a selected group of Technical Experts and Support Offices (SOs) to engage donors at strategic level, build relationships with donors/ embassies, lead the proposal development process, and build strategic capacity in grant acquisition and management. Developing and coordinating proposals for multi-sectoral & multi-area relief and recovery programs; liaising with potential and current donors to establish relationships that promote fund acquisition and program collaboration; providing overall coordination in technical assistance, planning, implementing, monitoring, evaluating and reporting of assigned portfolios; and collaborating with other departments to develop integrated programming.

KEY RESPONSIBILITIES
Resource Diversification Strategy Development:
· Lead the development and roll out of a Grants Acquisition and Management (GAM) strategy or plan in line with World Vision (WV) Syria Response Strategy.
· Lead in the development of grant forecasts and annual growth plans for each of the three response countries, in line with their respective response strategies, and in close collaboration with their programmes and operations teams.
Internal and External Liaison:
· Map donors in accordance with strategic forecast of each country.
· Engage with internal and external donors on grant related matters to resolve challenges flagged by the Programme’s and the Quality team.
· Provide support to the Programme’s team when needed in engaging with and developing individual donors relations.
· Coordinate with Middle East and Eastern Europe (MEER) Resource Development Unit for grant lessons learned, improving WV’s grants standards, donor liaisons as well as during potential Cross Border and Multi-Country applications.
Resource Acquisition & Grant Management:
· Ensure that GAM systems are in place using adequate tracking tools to support effective grant compliance and positive audit results, and that the Quality and Program staff, as well as support units understands this system and follows it accordingly.
· Lead Grants Opening (GOM) Meetings, Budget v/s Actual (BVA) meetings, and Grants Closing Meetings (GCM) with relevant staff in each country of operation.
· Ensure that all grant stakeholders are provided with the final project documentation including approved grant contract, proposal, and budget and understand their duty under the grant .
· Work with the finance team to develop budget, track budgets, and monitor grant compliance to ensure WV Syria Response responds professionally to all donor compliances and audit issues.
Capacity Building of Staff:
· Support selected staff to maintain the overall “health” of the grant including for instance bi-monthly or monthly basis actual expenditures and compare them with the implementation model, budget requirements, review the budget if needed with the Finance team and other stakeholders who are implementing the project.
· Support the WV Syria Response Senior Leadership Team (SLT) to assess its overall capacity to absorb and implement grants.
· Familiarise one’s self on WV’s grant processes (i.e. Grant minimum standards and Proposal Pro online tool, and build GAM capacity of/ transfer knowledge to technical and field staff and Field).
· Support Grant Managers monitor the allocation of resources in the most efficient and cost effective way while aiming for the highest quality of implementation.
· Ensure the provision of necessary financial information and analyses to the relevant staff.
KNOWLEDGE, SKILLS & ABILITIES:
· Post graduate university degree in social sciences, international development or equivalent MA degree.
· Knowledge of the program management cycle – design, monitoring and evaluation.
· Excellent written & spoken English.
· Excellent communication, interpersonal, representation and negotiation skills.
· Excellent analytical and writing (English) skills.
· Sound planning, time management and administrative skills.
· Ability to work under pressure, in a team, and for long hours if required.
· Excellent computer skills with proficiency in Microsoft Word, Excel, PPT and DB Software.
· Strong interest and understanding of issues related to poverty, civil society, health, child & youth development and humanitarian and emergency affairs.
· High sense of responsibility and attention to detail.
· Proven track record of coaching and capacity building.
· Cross cultural sensitivity and thorough understanding of the local context, cultural and political situation.
· Knowledge of several donor regulations.
· 5 years of experience in Grants Acquisition and Management.
· Experience in working in culturally diverse setting.
· Experience in working in Humanitarian and/or development.
· Confident, possesses good communication skills.
· Attentive to details.
