Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Office of Safeguards Analytical Services (SGAS) is responsible for the analysis of nuclear material and environmental swipe samples, as well as the coordination of logistics and the Network of Analytical Laboratories (NWAL). Located about 45 km south of Vienna in Seibersdorf, the Office is organized into three sections: the Nuclear Material Laboratory including the On-Site Laboratory (OSL) in Japan, the Environmental Sample Laboratory and the Coordination and Support Section.

Main purpose

Under the supervision of the SGAS Radiation Protection Officer, the Radioactive Waste Management Specialist provides operational experience and knowledge for the safe and secure management of radioactive sources and materials, waste management, decontamination, decommissioning and remediation activities at the SGAS Seibersdorf facilities.

Role

The Radioactive Waste Management Specialist acts as: (a) a contributing expert and operator for safely managing radioactive materials, sources and waste at the SGAS Seibersdorf facilities; (b) an expertsupporting the coordination of project schedules and work specification for the safe and secure operations of the SG laboratories; (c) a technical administrator, ensuring synergy among counterparts and timely development of schedules, reports, and all IAEA contract deliverables; and (d) an onsite liaison officer, supporting/acting for the Radiation Protection Officer as the local contact point for radiation protection and radioactive material management.

Partnerships

The Radioactive Waste Management Specialist works closely with the Radiation Protection Officer and maintains liaison with interdepartmental counterparts and local stakeholders to ensure the effective implementation of radiation protection, nuclear security plus general industrial safety activities. He/she establishes and maintains contacts with relevant technical experts and other relevant organizations. The expert contributes, if required, to specific tasks related to involvement of external partners and stakeholders.

Functions / Key Results Expected

  • Develop and prepare project plans in the area of radioactive waste management and site decommissioning for the SGAS Radiation Protection Officer.
  • Manage and monitor progress of project implementation and report on deviations, difficulties, and other issues.
  • Identify/anticipate technical problems and delays related to radiation waste management and develop timely solutions in compliance with established IAEA Safety Regulatory and in other applicable requirements of the Host Country.
  • Contribute to the development of technical solutions and the planning and organization of activities by providing advice and recommendations based on specialist knowledge of radioactive waste management issues.
  • Communicate and liaise with all of the relevant stakeholders (e.g. Division of Radiation, Transport Waste Safety, Department of Nuclear Science and Applications, Austrian Authorities) to ensure proper implementation of radioactive waste management with the SGAS Laboratories.
  • Ensure and organize proper packing and transport of radioactive waste material from the SGAS Laboratories to storage and processing facilities both within Austria and internationally.
  • Provide and organize training of staff in the proper handling and storage and transport of radioactive waste materials.
  • Undertake internal audits of radioactive material storage and management at the SGAS Laboratories.
  • Take part in implementation of emergency contingency plans in the case of an accident or incident involving radioactive sources.
  • Prepare reports, documents or any other related communication upon request.

Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of radiation protection and in the management of radioactive waste, including closed and open radioactive sources.
  • Awareness of basic and advanced safety and security standards and requirements as applied in the IAEA.
  • Knowledge of the decommissioning of small nuclear facilities or laboratories desirable.
  • Experience in the management of legacy radioactive waste.
  • Ability to support complex projects desirable.
  • Ability to draft high quality documents and reports under time pressure.
  • Excellent communication and interpersonal skills, including the ability to operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • University degree or equivalent in nuclear, chemical or a related science.
  • Minimum of five years of proven experience in the management of radioactive waste and radiation protection.
  • Background in nuclear security and industrial safety an asset.
  • Experience in the management of moderately complex technical projects.
  • Fluency in written and spoken English essential. Knowledge of German language desirable. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 198 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $37 765*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
