THE ORGANI ZATIONAL SETTING
The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis.
The Programme Manager reports directly to the Director, Air Navigation Bureau (D/ANB) and is responsible for the coordination of multi-disciplinary priorities on Commercial Space, aviation safety and air navigation tools and business development, as well as other emerging modes of air transport across the safety and air navigation programmes. S/he leads a matrix team and supervises the work of all staff assigned to the multi-disciplinary projects that fall under the programme for that part of the work related to the joint project (functional supervision remains at all times with the relevant Chief of Section). The incumbent also manages the needs of the projects with all internal service providers and coordinates with all Bureaux and Regional Offices to ensure a unified ICAO position on the expectations of the project, and serves as a focal point for all external parties.
MAJOR DUTIES AND RESPONSIBILI TIES
Functi on 1 (i ncl . Expected resul ts)
Serves as a principal researcher for Commercial Space and other emerging modes of air transport that are being studied for possible inclusion into the long-term strategies contained in the Global Air Navigation Plan (GANP) and/or the Global Aviation Safety Plan (GASP), achieving results such as:
  • Evaluate the development of commercial space activities and assess its relevance to the Safety and Air Navigation priorities and objectives.
  • Represent ICAO at international, regional or inter-agency meetings and seminars, etc., on Commercial Space and other emerging modes of air-transport.
  • Provide effective coordination in the development of long-term strategies for the use of new technologies and concepts leveraged by Commercial Space and other emerging modes of air-transport.
  • Lead multidisciplinary group of internal and/or external experts to study Commercial Space and other emerging modes of air- transport.
  • Advise and provide recommendations to D/ANB on Commercial Space and other emerging modes of air transport for possible inclusion into the GASP and/or GANP.
  • Assist the Director in identifying trends, patterns and other leading indicators of the long-term evolution of Commercial Space and other emerging modes of air transport.
  • Provide policy advice to the Director regarding Commercial Space and other emerging modes of air transport to ensure that ICAO provides the necessary leadership to encourage innovation and development both in technical and regulatory terms in the sector.
Functi on 2 (i ncl . Expected resul ts) Represents ANB in all matters related to the Business Plan and Regular Programme Budget, achieving results such as:
  • Lead the budget preparation process for ANB and provide timely input to Finance (FIN) on the development of the Business Plan and Regular Programme Budget. Prepare and ensure the overall correctness of all working papers and other documentation used to assist the Council and Assembly in approving the budget including the alignment of those document with the agreed Safety and Air Navigation priorities.
  • Determine and implement corrective action related to inefficiencies in the ANB administrative processes related to the business plan and regular programme budget.
  • Determine and recommend solutions related to inefficiencies in the organization's administrative processes related to the business plan and regular programme budget.
  • Attend all management meetings related to the Business Plan and RP Budget (and other financial matters) and prepare the required reports and correspondence.
Functi on 3 (i ncl . Expected resul ts) Leads ICAO in the development and implementation of tools related to the Safety and Air Navigation Strategic Objectives, achieving results such as:
  • Develop and execute a business plan for tools related to the Safety and Air Navigation Strategic Objectives.
  • Expand the partnerships with States and other parties in the development of tools.
  • Deliver tools during the implementation of the Global Air Navigation Plan (GANP) and Global Aviation Safety Plans (GASP) to the decision-making users.
  • Mitigate the organizational risks associated with the value chain of the tools, from development to maintenance.
  • Provide intra-Bureau resources and other support to line managers responsible for individual tools, or a suite of tools.
Functi on 4 (i ncl . Expected resul ts) Improves the functional administration of the Air Navigation Bureau (ANB) , achieving results such as:
  • Represent the interests of both the Safety and Air Navigation programmes on the Logo Committee, ICAO Corporate Performance Management System (CPMS) Project, and the Business Development Group and act on behalf of the Air Navigation Bureau in these matters.
  • Stay abreast of the issues effecting the efficiency of the administration of the Air Navigation Bureau , implementing adjustments as necessary, and providing advice to the Director, ANB on options to address issues that require approval by the allotment holder.
  • Serve as the functional manager responsible for resolving all tactical administrative matters.
  • Formulate strategies for the continuous improvement of the administration of the Bureau.

  • Develop and implement business plans related to new products or services.
  • Expand the partnerships with States and other parties in the development of new products or services.
  • Deliver new products or services to the users.
  • Mitigate the organizational risks associated with the value chain of the new products or services from development to maintenance.
  • Provide intra-Bureau resources and other support to line managers responsible for new products or services.

QUALI FICATIONS AND EXPERIENCE
Educati onal background An advanced level university degree (Master's degree or equivalent) in an aviation-related field, is required. A technical qualification in aviation such as an airline transport pilot license (ATPL), air traffic control (ATC) license, or aircraft maintenance engineering license (AME) may be accepted in lieu of a first level university degree. A combination of a first level degree as well as relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.

  • Extensive experience (12 years or more) in increasingly responsible positions in a large government or international organization.
  • At least twelve years' of relevant, professional experience in Aviation or Business Development.
  • Proven experience in the development of tools, products or services for the aviation regulatory community.
  • Substantial practical experience in developing and implementing a working relationship with multiple stakeholders.
  • Substantial background and experience in administrative and financial services.
  • Exceptional communication skills – both oral and written and ability to maintain harmonious working relationships in a multinational environment.
Professi onal experi ence and knowl edge - Desi rabl e
  • Strong interpersonal skills and ability to address the needs of customers/clients effectively in a multicultural environment.
  • Leadership experience is a definite advantage.
Language Ski l l s Fluent reading, writing and speaking abilities in English are essential. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is an asset.

CONDI TIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate). ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2001 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions. ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65.
