Purpose of the position
The Programme Advisor’s job is to ensure a high quality programme design and implementation as well as proper networking with all stakeholders. He/she will provide major input in programme formulation and monitoring as well as the development of project proposals for (potential) donors.
The Programme Advisor is a member of the national Management Team and reports to the Country Director of Afghanistan.
Tasks and Responsibilities
  • Support programme staff in the formulation and implementation of (multi) annual programme plans for the integrated and multi-sectoral development plans in their specific geographic areas.
  • Maintain and guard the quality of programme implementation of all ZOA programmes through field visits, the formulation and supervision of assessments as well as standard monitoring and evaluation.
  • Assist in formulating surveys for all projects and analyse the data and make adequate recommendations.
  • Ensure that that all project activities have a positive and sustainable impact on the population by supporting a stakeholder centred approach.
  • Pursue (potential) donors in coordination with the Country Director.
  • Formulate and follow-up relevant donor proposals in line with the agreed upon programme plans and country policy plan and provide adequate support to line managers in this respect.
  • Monitor and guard the quality of quarterly and annual plans and reports from the various programmes and support the Country Director in the production of timely reports and plans.
  • Provide additional project support as requested by Programme Managers and Country Director.
  • Provide programmatic support to all partner NGOs and other partner organisations.
  • Provide input for ZOA worldwide knowledge development.
  • Represent ZOA in meetings such as the WASH cluster.

Knowledge / Experience
  • Bachelor degree in a humanitarian, development or other relevant field.
  • At least two years field experience in a development country.
  • Good command of English.
  • Research skills.
  • Relevant experience with Project Cycle Management, including formulation, budgeting, report and proposal writing and monitoring.
  • Preferably a background in agriculture / food security or WASH.
