Logistics Co-Ordinator

GOAL HAITI
GOAL’s programmes in Haiti operate in both the urban and rural context, in Port au Prince and Gressier, respectively. GOAL continues to respond to the housing, water and sanitation needs of vulnerable families affected by the earthquake, while transitioning to delivery of an integrated community-led development programme. During this strategic period, GOAL aims to link relief and recovery to community development, focusing on 3 key programmatic sectors: DRR & Reconstruction, WASH and Economic Development. The objective of the programme is to create communities that are safer and more disaster resilient, with greater access to the economic resources to drive their own household and community development.
OVERALL DESCRIPTION
The main purpose of this position is to assist the Country Director in managing the support functions of GOAL’s operation in Haiti with direct responsibility for managing Security, Transport, Warehouse/Compound, Procurement and IT.
KEY LOGISTICS DUTIES
• Directly manage the Logistics Manager and Procurement Manager
• Overall responsibility for service delivery in Transport, Procurement, IT, Warehouse and Compound
• Oversee the Procurement function to ensure it is adhering to all relevant GOAL and donor policies. Support the development of a strong Haitian Procurement Officer
• Oversee the IT department ensuring that IT outages are minimized and that adequate hardware and software are in place to support programme delivery
• Oversee the transport department ensuring that maximum efficiency is achieved from GOAL Haiti’s fleet and rental costs are minimized.
• Oversee the Warehouse and Compound department by ensuring that maximum use is made of GOAL Haiti’s properties, costs minimized and appropriate controls and policies being followed.
• Ensure GOAL systems and processes adhere to GOAL’s internal procedures and those of key institutional donors.
• Lead smart and practical policy development in all departments
• Provide leadership at senior management team level and contribute to a service delivery culture within all systems in GOAL Haiti.
KEY SECURITY MANAGEMENT DUTIES
• Directly supervise the National Security Manager
• Regularly review and update (as necessary) all safety and security procedures and policies; Support Country Director and Area Coordinator in ensuring that these are adhered to at all times
• Ensure regular risk assessments on all of GOALs activities
• Ensure that all preparedness measures as laid out in the security guidelines are in place
• Ensure support is provided to senior management and field staff to ensure health, safety and security on project sites
• Monitor the overall security situation, obtaining accurate information based on multiple sources.
• Ensure communication with security actors as well as the NGO community (Joint Security Forum) and any other parties with respect to security issues
• Provide security briefings as part of induction for new staff and visitors
• Prepare security situation updates for the Country Director
• Ensure that GOAL guards are adequately trained and performing their duties in a professional manner
• Provide capacity building support to field office security focal point
REQUIREMENTS
• 3-5 years or more previous overseas management experience in humanitarian assistance programmes, at least 2 years of which must be at senior management level.
• Experience of liaising with institutional donors, governmental and local authorities, and other NGOs, including security networks
• Experience of managing bid and tender, logistics and the procurement cycle, fleet and fleet procurement.
• Experience in developing security protocols and procedures and supporting implementation
• Budgetary control and financial management skills a plus
• Experience of managing large multicultural teams of people
• Experience in conflict resolution in the workplace
• Strong writing and analytic skills
• Flexibility to adapt to changing requirements.
• A willingness to accept basic living conditions.
• Solid English communication skills (ready, writing, speaking); Fluent French or Creole is strongly desired
• Good team player, capable of working with a multinational country team.
